POSITION TITLE: Monitoring and Evaluation (M&E) Officer

LOCATION: Kathmandu, Nepal

PROJECT: SWITCH Asia Project (PPP for 4Gs)

REPORTS TO: Director of Winrock International, Nepal

TYPE OF APPOINTMENT: One-Year (with probable extension)

PROJECT SUMMARY:

Sustainable production of commercially viable products from municipal wastes through publicprivate partnerships in Green SMEs, Green City, Green Agro Products, and Green Employment Generation (PPP for 4Gs) (SWITCH Asia) Project will pioneer an innovative public-private partnership (PPP) between Ilam Municipality and the private sector that fuels a commerciallydriven cycle of solid waste management. The PPP for 4Gs model integrates four dimensions of sustainable solid waste management: green SMEs, green city, green agricultural products and green employment generation. SMEs will create a streamlined waste management system for degradable and non-degradable waste that incorporates collection, recycling, and the management of a new plant that generates compost for tea and vegetable cultivation. PPP for 4Gs supports Ilam

Municipality's visionary "Green City" initiative while creating new green jobs and setting a benchmark for replication in Nepal's remaining 58 municipalities.

The Monitoring and Evaluation Officer will manage the implementation of SWITCH Asia Project (PPP for 4Gs) Project’s monitoring and evaluation strategies and requirements which includes among others: designing an M&E system; creation of data collection instruments and schedules; development of tools to assess training effectiveness; evaluation the impact of project interventions; and monitoring of adherence to standards.

RESPONSIBILITIES:

The M&E Officer will carry out the following responsibilities under the direct supervision of the Project Manager:

  • Coordinate with field staff for updates, progress and prepare monthly progress report i.e. impact assessments, process monitoring, operations monitoring and lessons-learned.
  • Prepare case studies, success stories in consultation with field staff and share with project manager and project team.
  • Plan, design and develop project specific M & E tools, techniques and formats.
  • Develop a plan for project-related capacity-building on M&E and for any computerbased support that may be required.
  • Conduct training and relevant capacity building activities to the relevant staffs and stakeholders for the M & E activities and other required supports.
  • Collaborate with staff and partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects, and impacts.
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. 
  • Conduct detail project monitoring and periodic evaluation of the projects and report to the satisfaction of supervisors, donors and stakeholders.
  • Guide the regular sharing of the outputs of M&E findings with project staff, and primary stakeholders.
  • Attend project related trainings, coordination/network meetings as and when required.
  • Not limiting to this, perform any other assignments needed for project implementation as and when required from monitoring aspect.

EDUCATION AND EXPERIENCE:

  • Master’s Degree in relevant displine
  • Minimum of five years’ worth of experiences in M & E sectors in International NGOs
  • Candidates with experience in renewable energy sector are highly encouraged to apply
