SAMRIDDHI is a seven-year project funded by International Fund for Agriculture Development (IFAD) and executed by the Ministry of Industry (MOI). Government of Nepal (GON) that aims at providing sustainable sources of income to poor households, migrant families and returnees in the Eastern and Central Regions of Nepal, by supporting the creation and expansion of family, micro, small and medium rural enterprises, both in the farming and off farming sectors. The goal of the project is reducing poverty and achieving sustainable peace through employment-focused, equitable and inclusive economic development.

Job Title: Migration Officer (corridor level)

Duty Station: Corridor Office, Itahari, Sunsari, Bardibas and Mahottari with about 50% of the time at the project districts

Mode of Contract: Annual, with six-month’ probation period, and extendable up to the Project period based on satisfactory performance

Report to: Migration Specialist at PMO and Corridor Coordinator

PROJECT OVERVIEW

Rural Enterprises and Remittances (RER) - SAMRIDDHI is a seven years’ project signed between the Government of Nepal (GON) and International Fund for Agricultural Development (IFAD) on 10 December 2015 covering 16 hills and Terai districts. It aims at providing sustainable sources of income to poor households, migrant families and returnees in the Eastern and Central Regions of Nepal, by supporting the creation and expansion of family, micro, small and medium rural enterprises, both in the farming and off-farming sectors. Ministry of Industry (MOI) is the Executing Agency. Agro Enterprise Center (AEC) under Federation of Nepalese Chambers of Commerce and Industry (FNCCI), Helvetas Nepal, selected financial institutions and the business development service providers extending services to the rural areas are the key implanting partners. The Project comprises three inter-linked components encompassing the full set of interventions required to support RMSEs’ profitable and sustainable growth:

  • Component 1: Promotion of RMSEs aims at (i) strengthening micro and small entrepreneurs, migrants and their families with sustainable access to adapted Business Development Services (BDS), i.e. non-financial services in support to enterprise creation and/or expansion; and (ii) vocational training and apprenticeship to poor households to build their skills and to secure gainful wage employment in RMSEs. Activities will be driven by an assessment of markets, business opportunities and available services and by an inventory and classification of existing RMSEs through a validation process.
  • Component 2: Productive Investment builds on results of component 1 and aims at (i) facilitating RMSEs/migrants/remittance recipient households’ access to financial services at an affordable cost by sustainable financial institutions; and (ii) mobilizing migrants’ resources and skills for creating assets and promoting profitable rural enterprises. It will develop innovative financial instruments designed to offset major constraints faced by RMSEs in accessing investment loans at an affordable cost and to stimulate migrants’ savings and investment in profitable business development.
  • Component 3: Institutional Support and Project Management aims at promoting a favorable policy and institutional environment supporting the development of RMSEs at a national scale and the contribution of migration to sustainable development.

Implementation Arrangements

The MOI is overall responsible for coordination and oversight. A Project Management Office(PMO), located at Itahari is responsible for day-to-day implementation of project activities with support from two Corridor Teams providing technical and management support to Enterprise Service Centers (ESCs) and migration-related activities at the district level. Technical partners - Helvetas Nepal and South Asia will support to implement of vocational training and knowledge management aspects. Besides, selected financial institutions and business development service providers’ are expected to support the implementation. A Project Steering Committee headed by MOI Secretary at the national level will provide oversight and guidance.

Expected Results

The development objective of the Project is that viable RMSEs, in both farming and off-farming sectors, provide sustainable sources of income to poor households, migrant families and returnees. Main indicators are: (i) 60,000 RER supported rural entrepreneurs expand their existing business or create a new one; (ii) 30,000 rural youth access job placement services; (iii) 30,000 RER-supported enterprises are still in business after 3 years, of which 33% owned by women/30% owned by migrant returnees; and (iv) 21,000 RER supported vocational trainees and apprentices, of which 33% of women, are in gainful employment over at least 6 months

Scope of Assignment:

The Corridor Migration officer  a key person in the corridor  team, The migration Officer will act as Coordinators in implementing the components of migration related activities at the corridor level and help the district ESC in managing their migration related activities. 

Key Responsibilities and Duties

The Corridor Migration officer will be responsible for coordinating and managing the project and for delivering project expected outcomes in the districts, under the leadership of Migration Specialist in PMO and in close collaboration and coordination with the SAMRIDDHI staff and key technical and administrative staff, the responsibilities include (but are not limited to) the following:

Planning at  development, including:

  • Contribute to the rcess of development  of AWPB
  • Work with the TA in designing the research on the district migration situation and mapping of
  • stakeholders that will allow for the pre-qualification of service providers at the district level.
  • Assist in hiring a shortterm Research Assistant in each of the districts to assist in mappingservice providers. Meet and map service providers related to migration in the districts andgenerate a report for the PMT against the pre-determined indicators with recommendations on capacity building requirements to meet project deliverables.
  • Assist the PMT Migration Specialist in finalising the identification of PartnerMigrant Organizations, resourcing and capacity building required in each district and assisting in the review process where required. 
  • Oversee coordination between the TA and the Migrants Association Migration Infor,ation centre(MA/MICs) for training of staff members. Review and approve the proposed list of trainees. Attend at least 2 training of each type of training at the district level to be able to (1) ensure the quality of the peer-to-peer and financial counselors and (2) provide mentoring where required to MA/MIC staff to improve the quality of their work and motivate them to work enthusiastically so they understand the importance of their work and meet deliverables. 
  • Arrange a contact point within each Finanncial Institution (FI)  and Saving and Credit Cooperatives(SCC)/ SCC/ Small Farmers cooperative Limited(SFCL) that SAMRIDDHIispartnering with inthe districts for coordination of financial education and data collection.
  • Work with National and International TA that will be provided by the PMT to guide theMigration Team in implementing the migration sub-component.

Project implementation, including:

  • Coordinate and guide the partner Migrants Associations/Migration information Centers inexecutingall activities and delivering on outputsaccording to their TOR. Report to the  thePMTMigrationSpecialistwhere deliverables are not beingmet orquality oftrainingdeliveryis poor
  • Regularly visit to each MA/MIC and meet with mentoring of Migration Coordinator and MAstaff.
  • Review and consolidate the MA / MICs Strategies on Communication and Outreach and Annual Work Plans & Budgets from the Districts across the Region.
  • Maintain up to date information from the PMT on which FIs and SCCs/SFCLs are being partnered with at the district level and create a map showing where the partner-SCCs/SFCLsare physically located, their catchment area and whether they pay-out remittances.
  • Acquaint the district level stakeholders about policy, plans and programs of the project Distribute of project materials at the district level to stakeholders.
  • Manage the relationship between the MA/MICs and the partner SCCs/SFCLs at the districtlevel and receive feedback from the Contact Point in the partner SCCs/SFCLs with respect tothe feedback on the financial education being provided by MA/MICs
  • Monitor and approve the roster created by each MA/MIC on a periodic basis,   Coordinate their activities in the district (both village level discussion groups and shorfinancial counselling in remittance pay-out locations). Ensure that all financial educationtraining in the district directly links people to available financial products and services and that outreach is maximized ensuring that rural areas are targeted. locally
  • Ensure effective channels of referrals and coordination between the Mas/MICs, ESC and theRFI.
  • Coordinate and attend the Task Force on Migration and Development at a district level every2 months. Take minutes from the meeting and circulate that to all members. 
  • Ensure that allmembers deliver the data on their outputs at the Task Force.
  • Identify capacity building requirements within the Task Force or projects that needto beinitiated and report to PMT Migration Specialist for approval and tender.
  • Identify potential partners (incl. SCCs) for the cost sharing of activities at theDistrictLevel.and link with them. Prepare periodic report to the PMT Migration Manager.
  • Coordinate with the TA the scheduling for the follow-up training in the districts

Project monitoring, including:

  • Design and provide reporting and work plan templates for the Districts.
  • Collect data from the districts, including, MA/MICs 
  • Number of trainings, number of people traqined, number of accountsopened, results to the pre and post survey data, number of members organized,number of reintegration and peer counseling services provided.
  • Partner with FIs and SCCs
  • The number of accounts opened after 2 months of receivingfinancial education by the MA/MICs. Provide the SCCs with a template, standardisedacross districts and time for data collection.
  • The number of migrants that have visited the ESC, attended the Induction Seminar, attended BP workshops and/or obtained financing through the partner SCCs.
  • Opportunities for Diaspora Investment as identified by the District levelTask Force &ESCtothePMT - Migration & Financial Inclusion Specialist
  • Compile all data  that  feeds into the KM system
  • MaintainProject external relations and visibility, including the coordination of activities with other projectspursuing similar objectives in the target corridor and ensuring shrine best practice ofSAMRIDDHI project in trimedia event, SAMRIDDHI Websites,TF MnD meetings, Facebookpages and other social media platforms.

Project administrative management, including:

  • Supervise and manage migration officers at the district and staff;
  • Maintain internal transparency for the most important technical and project managementdecisions through regular meetings;
  • Ensuring proper use and conservation of Project assets, in line with the national legislation and financial agreements;
  • Ensure transparent and efficient financial management of project fund in compliance with theLoan rules and procedures
  • Responsible for managing assigned budgets of the target districts including petty cash budgetof the Migration and Development Task Force expenses and petty cash for transport andoutreach.
  • Responsible for ensuring that targets are met within budget especially important at thedistrict level with partner MICs/MAs.
  • Making sure that MAs and Trainers has sufficient resources to implement assigned activities.
  • Other works as assigned by the PMT Migration Specialist.

Qualification, Experience and Competencies:

  • Post graduate in economics, statistics, sociology or social science, preferebly with an orientation to look into migration issue
  • 3 years of proffessional Experience in managing development program related to migration or rural development
  • Ability to guide and train team members, counterpart staff and other key stakeholders
  • Experience in handling  large database.
  • Ability to work in a team, having excellent communication and negotiation skills, ability to handle stressful situation
  • Confidence and enthusiastic- able to motivate large teams of people at grass root level
  • Willing to travel to different districts in the region
  • Proven experience in leading multi stakeholders networks and experience in working with both government and non-government partners
  • Working knowledge of main MS Office software and confident in excel, analyzing data and reporting
  • Fluency in spoken and written and English

Desirable

  • Previous experience of working in enterprise promotion

Salary and Benefits

  • The salary will be paid for only twelve (12) months and is negotiable within the range between NPR. 65,000 to NPR 75,000 as decided by the Project Manager. 
  • Tax on the salary will be applicable as per the prevailing GON rules and regulation. 
  • Travel and the Daily Subsistence Allowance (DSA) will be as per the prevailing GON rule as applied for the gazetted class II officer while traveling out of the work station for official purpose. 

Other Entitlements

  • Leave: The Specialist will be provided with 21 days of home leave and 6 days of casual leave annually, which will not be carried over to the next year. S/he will also be provided 12 days of sick leave per year, which if not consumed, will be carried over to the next year. The unspent sick leave will be compensated as per the existing salary scale at the time of termination of the contract or closing of the Project. In addition, s/he will also be provided with Mourning Leave – 15 days, Maternity Leave -2 months for women (15 days for men, for maternity care leave) and all public holidays.
  • Insurance: The Specialist has to insure his/her life including accidental insurance. The Project will reimburse 50 % of the monthly premium for the period working with the Project, not exceeding Rs. 300 per month, upon submission of copy of insurance policy and receipts.

Performance Assessment

The performance assessment of the Admin/Finance Officer will be based on the quality and timely completion of the tasks assigned and contributions to the Project outputs and outcomes. Details on the indicators for performance assessment will be negotiated and agreed upon on a later stage once s/he signs contract with the Project. The Project reserves the right to terminate the contract if the performance of the MS is assessed as unsatisfactory.

These Terms of Reference are subject to revision/update annually per requirement of the Project based on planning trajectory, modification in project design, or as recommended by Joint Reviews/Supervision Missions and lessons learned during the course of implementation.
