Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

We are urgently looking for dynamic team players in the following position for our FEJ programme.

MEAL Officer

Level: D2

Duration: Fixed term contract until March 2017

Location: Kathmandu

 

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

 

TEAM PURPOSE: To work with Oxfam team, it’s beneficiaries and partners, alliance and networks for policy advocacy and campaign on food security and sustainable livelihood, climate change, land rights etc. aligning with Oxfam’s Food and Economic Justice (FEJ) works and Grow Campaign to overcome poverty and suffering of the larger mass. 

 

JOB PURPOSE: In line with Oxfam’s strategic plans and policy guidelines, the MEAL Officer under direct supervision of the FEJ Programme Manager in close coordination with Team Leaders will be responsible for developing and implementing MEAL processes of FEJ programme. S/he will also be assisting FEJ team in planning, implementing and reporting influencing and campaigns works.

BUDGET RESPONSIBILITY: No

 

DIMENSIONS:

•Strong communication, report writing and documentation skills to communicate with internal and external audience.

•Strong skill on network & alliance building, influencing, lobbying and negotiation 

•Strong knowledge and experience on existing policy framework, initiatives and concerns on agriculture, food security, climate change, land and women rights, remittance and  water governance

•Analysis and internal communication of the locally relevant context on FEJ programme area to inform Oxfam’s team and external communication to create favourable policy environment. 

•Work pattern is a mixture of reactive and project work.

•Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.

 

KEY RESPONSIBILITIES: 

•Assist FEJ team in development of project level logic model, M& E plan and monitoring tools.

•Develop and maintain a computer based date management system for all projects being implemented under FEJ programme. 

•Document and produce high quality human interest stories, case studies, best practices, policy briefs and use them as inputs for evidence based advocacy for policy influence and practice at different level. 

•Assist FEJ team in producing high quality periodic progress report, project concept notes and proposal.

•Design and produce brochure, info-graphics and visibility materials related to projects  and programme

•Support programme team in preparation and revision of annual plan and budget and Partner Grant Agreement (PGA).

•Assist in conducting programme and project level baseline survey, mid-term review  and final evaluation including any other researches. 

•Support FEJ team in preparing and organizing national level influencing and campaigns events.

•Ensure adherence to Oxfam’s Gender, Diversity and Equal Opportunities policies

 

QUALIFICATION, SKILLS AND COMPETENCE: 

 

EDUCATIONAL QUALIFICATION

At least Bachelor’s degree (Master’s preferable) on media studies, social sciences, development studies or other relevant discipline with a minimum of 2 years professional experience with an I/NGO or related development organisations.

 

REQUIRED SKILLS AND COMPETENCE

•Proven experience in project monitoring, evaluation and learning

•Excellent communication, report writing, documentation and proposal development skills.

•Sound knowledge and skills in computer based data management

•Sound experience in quantitative and qualitative research works. 

•Sound knowledge of the socio-economic and political context of the country. 

•Sound knowledge and understanding on key policy and governance issues around agriculture, food security, climate change, natural resource management (land, water and forest) and social inclusion in Nepalese context. 

•Strong command on written and verbal English and Nepali
