VACANCY ANNOUNCEMENT

RTI International, the International Education Division is currently accepting applications for a Materials and Instruction Advisor and Senior Education Advisor to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. These are full-time positions. The program will work closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools. These positions are based in Kathmandu with expected travel to other target districts across Nepal.  

1) Materials and Instruction Advisor– one position

This position will, under supervision of the Senior Reading Advisor, lead the Early Grade Reading Program work in curriculum and materials development, and teacher training and ongoing support. This will involve developing a close working relationship with and providing extensive technical assistance/advising to government partners.

PRIMARY RESPONSIBILITIES:

  • Take the lead in all IR1 related task and activities. 
  • Communicate and collaborate closely with CLA focal points in order to ensure close coordination of EGRP/NEGRP/G2G activities and to jointly identify areas for further capacity building.
  • Work closely with Senior Reading Advisor and other IR teams to effectively coordinate, manage, and implement technical assistance to the MOE and CLAs in the areas of curriculum and materials development, teacher training, and ongoing teacher mentoring.
  • Work with the M&E team to ensure progress are aligned with the targets planned in IR1 activities.
  • Develop annual work plan and strategies for IR1 related activities.
  • Coordinate planning and development of Annual Work Plans.   
  • Periodically follow-up with the MOE and CLA focal points to update EGRP progress including sharing the progress with the Steering Committee and the Technical Committee. 
  • Work closely with IR1, IR3 and M&E team to ensure timely and smooth implementation of EGRP activities in program districts.   
  • Organize, support coordinate capacity building meetings and trainings with the MOE and NEGRP partners for EGRP target districts. 
  • Support regional and district teams to monitor materials use and instruction in classrooms in order to assist in identifying and trouble-shooting problems.
  • Support materials and training-related activities under other IRs as needed.  

MINIMUM REQUIRED EDUCATION & EXPERIENCE AND SKILL:

  • Master’s Degree in education, linguistics, or related field with 12 years of relevant experience or Bachelor’s Degree in education, linguistics, or related field with 16 years of relevant experience.
  • Prior experience managing donor-funded education improvement programs, preferably USAID-funded. 
  • Substantial knowledge and experience about the Nepal education system, including MOE, CLAs, as well as NGOs and INGOs working in education Nepal.
  • Demonstrated capacity to work in a team and with various partners, including government and non-government counterparts. 
  • Proficiency and fluency in English and Nepali. Technical expertise in one or more of the following areas: early grade reading (strongly preferred), education systems strengthening, education performance improvement, capacity building, and national and district-level service delivery preferred. 
  • Prior experience with early grades curriculum/materials development and teacher training preferred. 
  • Excellent computer skills.

2) Senior Education Advisor– one position

This position will provide project management and coordination support to the Chief of Party (COP) and the EGRP Technical Support Unit. S/he will also play the lead role in liaising and communicating with the MOE, CLAs and DEOs to facilitate smooth implementation of EGPR in program districts, for improved early grade reading program.

PRIMARY RESPONSIBILITIES:

  • Provide project management and coordination assistance to COP and the EGRP Technical Support Unit.
  • Work closely with COP to effectively coordinate, manage and implement technical assistance needs to the Ministry of Education (MOE), including NEGRP-EGRP and G2G-EGRP coordination. 
  • Work with COP and IR Team Leaders to create and ensure effective linkages between activities implemented under the Technical Support Unit, including NEGRP and G2G activities.
  • Support the planning and integration of G2G activities.
  • Work with COP to engage MOE and other government and non-government organizations by improving their participation, harmonization and consolidation of EGR related activities with the overall aim of improving consistency in the programs and its delivery in schools and communities.
  • Work closely with COP to provide leadership, management, and technical assistance for capacity development of non-governmental and governmental organizations focused on education quality improvement.
  • Enhance the collaboration with the MOE, CLAs and district and regional level government bodies to facilitate smooth implementation of EGRP.
  • Plan and coordinate field visits by EGRP team, MOE, CLAs and the donors.
  • Provide technical assistance to strengthen education systems and education performance improvement. 
  • Work with the COP and technical leads to ensure effective coordination and implementation of EGRP activities with DEO offices and EGRP regional hubs and district offices.

MINIMUM REQUIRED EDUCATION & EXPERIENCE AND SKILL:

  • Master’s Degree in education, organizational development or related field with 9 years of relevant experience.
  • Strong project management skills in program reporting and communications, coordination or technical assistance, and monitoring and quality assurance.
  • Prior experience working closely with the Nepal Ministry of Education preferred. 
  • Comprehensive knowledge and experience about NGOs and INGOs working in Nepal. 
  • Technical expertise in one or more of the following areas: early grade reading, education systems strengthening, education performance improvement, capacity building, and national and district-level service delivery preferred. 
  • Excellent computer skills.
