Emergency Medical Services - M&E/Logistics Officer 

Medical Teams International is the USA based non-profit humanitarian aid and global health organization. Medical Teams International has mobilized 2,000 medical aid teams since 1979 Medical Teams International begun health related interventions shortly after the disaster in late April 2015. The EMS project will be directly implemented by MTI through the partnership of Ministry of Health (MoH) and District Health Office (DHO), Dhading district. The project duration is from 2016 to 2018. We are looking for a visionary and committed individual to work as M&E/Logistic Officer for Emergency Medical Service (EMS) project in Dhading district. 

Reports to: EMS Project Manager

Employment Period: 3 years contract 

Location: Dhading

JOB SUMMARY: To provide monitoring & evaluation and logistics support to the Emergency Medical Services program. This role aims to improve the quality of the project through monitoring and evaluation, and handle the logistics of the project.

DUTIES AND RESPONSIBILITIES

Monitoring & Evaluation:

  • Ensure project quality assurance of EMS Project during implementation and training, according to best practices of monitoring and evaluation, with assistance from Technical Advisors and EMS Project Manager;
  • Managing and monitoring learning plans that ensure high quality of implementation and identifies challenges and gaps;
  • Developing the monitoring of project annual targets including the preparation of reports such as monthly, half-yearly and Annual Review of project achievements;
  • Frequent project site visits to conduct project M&E and physical verification;
  • Strong communication with stakeholders including government agencies especially DAO as required for the effective implementation of EMS program;
  • Ensure the effective functioning of M&E in EMS system and quality of EMS data analysis;
  • Assist Project Manager in planning and developing appropriate M&E strategies to enhance program success;
  • Preparing monthly tracking data of logistics, trainings, dispatch center, and Emergency Response Cooperative;
  • Ensure project data is accurately collected, recorded, and entered into project database;
  • Assist with the documentation of project information, case studies, success stories, lesson learned etc. 
  • Asses performance of each components of project and prepare and disseminate performance reports; 
  • Preparing field visits for visitors, evaluators, donors and partners
  • Research and supervise on performance of Dhading communications system desk;
  • Prepare Quality Improvement (QI) lessons learned reports;
  • Assist project manager in designing, coordinating and conducting project evaluations;
  • Additional activities as requested by Project Manager;
  • Create additional analyses, reports and field visit as per annual plan developed by Project Manager;

Logistics:

  • Provide logistics support for day-to-day EMS Project activities;
  • Assist the Project Manager in conducting EMS training and other activities as required;
  • Maintain stock tracking sheet for MTI medical supplies and training supplies; 
  • Assists project Manager to collect additional information from the field to support preparation of activities; 
  • Assist in coordination of lodging, transportation, and logistics of EMS national and international teams; 
  • Arrange transportation for training supplies and personnel for EMS trainings; 
  • Re-stock and bill the ambulances in coordination with EMS training officer;
  • Responsible for performing monthly logistic reports and requirements;
  • Oversees procurement and maintains inventory of project equipment and supplies, including liaising with vendors and maintenance firms to ensure timely payment and receipt of goods;
  • Arrange and provide logistic supports for meeting as needed;
  • Handle the procurement activities as MTI and government regulations;
  • Ensure the Dhading office are well equipped and logistically supplied for day to day operation;
  • Ordering, arranging delivery, stocking, organizing EMS kits;
  • Ensure the ERC teams are well equipped and logistically supplied; 
  • Ensure the ambulances are well equipped;
  • Any other responsibility provided by the Project Manager;

QUALIFICATIONS:

  • Strong commitment to the mission and vision of Medical Teams International;
  • Post graduate in relevant field required;
  • Experience working in an I/NGO for 3-5 years in a M&E support role (preference to prior working in health projects);
  • Good understanding of M&E system in development organization and logistics systems; 
  • Willingness and desire to personally obtain / enhance EMS Education;
  • Willing to travel and stay overnight at the project site;
  • Good computer skills and data analysis skills;
  • Willing to work in pressurize circumstances, additional hours at crucial times;
  • Excellent analytical, interpersonal and communication skills both in English and Nepali;
