Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Details / requirements:

Oxfam is responding in these areas: Gorkha, Nuwakot, Dhading, Sindhupalchowk, and Kathmandu. We are urgently looking for dynamic team players in the following positions for our response programme.

Position: Logistics Officer

DURATION: Fixed Term  (6 months) contract based in Nuwakot

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering. 

JOB PURPOSE: To perform logistics and administrative tasks according to OGB procedures and polices.

DIMENSION: 

•Supervises people, assets, projects or processes.

•Monitors performance of team or external contacts and gives advice / guidance to managers in a specialist area.

•Objectives are set within well-defined limits although some adaptation on day-to-day issues may be required.

•Problems may vary but solutions can be defined from previous experience with judgement being required to choose and apply the most appropriate solution.

•Regular communication is normally with their immediate manager but some tasks require a broad range of communication (including negotiation) internally and externally.

1.Maintain and manage the development of improvements to the department's services, procedures and systems.

2.Line management or supervision of logistics and administrative assistant.

3.Solving problems of a varied nature and resolving day-to-day problems often without upward referral.

4.Impacts of this role are significant within the department and have wider, organisational impact.

5.Communicates widely within the division and/or with external contacts.

6.Has knowledge of complex processes.

KEY RESPONSIBILITIES: 

Logistics: 

1.Support Logistics Manager to organise all logistics processes, including purchasing, warehousing, communications, transport and asset management as well as the related administrative procedures for Oxfam operations.

2.Give support and when required play an active role in national and international procurement of items based on authorised requisitions in a transparent and timely manner and in line with Oxfam GB systems and procedures.

3.To support the programmes in budget development, patricide in project mobilisation workshops and pay regular filed visits of project areas.      

4.Ensure that all Oxfam procedures are followed when during all processes related to stock management and those suitable tracking systems are employed and ensure quality control systems are in place.

5.Ensure that assets and fleet management procedures are strictly followed at all times. 

6.Support programmes, & projects in establishing and following up of logistics procedures at office and field level.       

7.Support PSM in logistics and administration strategic work i.e. identify national and international suppliers / producers of humanitarian items (blankets, Jerry Can, Tents etc) i.e. bill of quantity, road networking and coordinate and represent Oxfam in Nepal Logistics Forum.

8.Ensure accountability, transparency, quality control and gender balance while carrying out logistics and administration work.

9.Implementation of security management plan.

10.To supervise logistics staff in procurement, warehousing, assets, transportation, staff travelling & accommodation and visa processing and air management reception area. 

11.Capacity building of OGB logistics team 

Administration: 

1.Provide administrative support & initial guidance to Nepal Programme offices and projects. 

2.Support programmes & projects in establishing administration systems & procedures. 

3.To act as lead person and providing overall supervision to admin staff in visa processing, travelling, office upkeep and reception area. 

4.To provide support to PSM in security issues and implementation of policies related thereto. 

5.To perform as first point of contact in external environment on different administrative issues. 

6.To perform capacity assessments in Administrative and related areas of other partner organizations under the guidance of Logistics Manager. 

7.Providing support to Humanitarian projects in administration.

SKILLS AND COMPETENCE: 

•Education – Having Master Degree in relevant subject from reputable institute

•Written and verbal communications, which engender confidence from

•Good knowledge of misc government agencies, Financial institutions. 

•Computer literate, including word-processing, database and/or spreadsheet use, lotus notes etc.
