Chemonics International, an implementing partner of the United States Agency for International Development (USAID), seeks a Logistics Management Information Systems (LMIS) Specialist for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project in Nepal. GHSC-PSM will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve Nepal’s management of the supply chain, and collaborate with key international and local stakeholders to support U.S. government-funded public health initiatives in Nepal. 

In collaboration with USAID and the Ministry of Health of Nepal (MoH), the LMIS Specialist will work with the LMIS Unit of the Logistics Management Division (LMD) to support the implementation of a web-based electronic LMIS (ELMIS) platform by developing and implementing system strengthening strategies in coordination with project management, the MOH, and the Logistics Management Division (LMD). This position will be based at LMD. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

RESPONSIBILITIES INCLUDE:

  • Forge productive relationships with MOH, Department of Health Services, and LMD and serve as the primary focal point for GHSC-PSM at LMD.
  • Working closely with Nepal office and PSM HQ Subject Matter Expert (SME) as relevant to develop and implement system strengthening and capacity building strategies to build the capacity of the LMD LMIS Unit to analyze and report data in preparation for quarterly pipeline reviews, national consensus forecasting workshops, and consolidated annual procurement planning. 
  • In partnership with the LMIS Unit, initiate field visits to regional and district health stores, and to service delivery points (health facilities) to identify and resolve data reporting delays and issues.
  • Support GHSC-PSM data requirements as needed.
  • Working closely with PSM Nepal office to provide technical support in the implementation of system strengthening pilots. 
  • Document and track lessons learned to support roll-outs of health and logistics systems.
  • Manage development of technical manuals, guidelines and standard operating procedures for health system strengthening.
  • Write technical report and to regularly update USAID, MOH, and PSM as required on technical assistance provided to LMD.

QUALIFICATIONS:

  • Minimum seven to ten years of relevant work experience managing large-scale MIS in Nepal or in developing countries, preferably in public health context. 
  • Bachelor’s degree in an information technology or relevant field required; Master’s degree preferred.
  • Relevant information technology certifications, as well as, project management.
  • Proven track record in capacity building, mentoring and coaching
  • Ability to work with government entities, cooperating partners and vendors in implementing complex programs, experience working with USAID or other donors is a plus.
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills. 
  • Demonstrated leadership, versatility, team work and integrity.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing.
  • Fluency in written and spoken English required with knowledge in Nepalese preferred.
