A Logistics Coordinator

For Nepal/Kathmandu

Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. 

MdM is present in Népal since 1995 through different health intervention (TB/HIV, maternal and new born program, Microfinance etc.). Since 2007 till 2015, MdM was implementing in Sindhupalchowk District a maternal and newborn health program according to the Ministry of Health and Population (MoHP) strategy, to improve the maternal and newborn health in the district using an integrated approach, combining health service support, community awareness and microfinance activities.

On 25th April 2015 (12 Baisakh, 2072), a massive earthquake measuring 7.8 in the Richter scale was experienced in Nepal. Barpak VDC in Gorkha district, 80km northwest of Kathmandu was the epicenter. Continued aftershocks followed throughout Nepal with one reaching a magnitude of 6.7 the following day. On 12th May 2015, another large aftershock with a magnitude of 6.8 hit Nepal incurring more losses of lives and infrastructure, particularly in Dolakha and Sindhupalchowk districts. In Sindhupalchowk, more than 3500 people lost their lives, thousands of others got injured, and it is estimated than 70% of the infrastructures have been destroyed. More than 90% of the health facilities (75) were destroyed or damaged letting the population with no access to health services while leaving in very remote areas. 

The goal of MdM in Nepal is to offer emergency medical assistance to earthquake affected population and contribute to the recovery of the Health System

Program Objectives: Emergency and Early Recovery Response following the 2 consecutive earthquakes of April and May 2015 in Sindhupalchowk District, the most affected district:

  • Mobile clinics activities by land and by air
  • Construction of semi-permanent Health Facilities 
  • Refurbishment of health facilities and donation of medical supplies 
  • Support to the District Heatlh Office 
  • Provision of MHPSS services 
  • Restore Women’s cooperative previously established and supported by MdM and affected by the earthquake 
  • TASKS AND RESPONSABILITIES: 
  • He/she works inside the project’s organizational chart under the direct management of the General Coordinator

Logistics coordination:

  • Define/adapt and implement the logistic tools required to achieve the general objectives, in close collaboration with the General Coordinator.
  • Defines and implements logistics process and ensures that everyone is trained and respecting these process
  • Assist fields on schedule all logistics activities needed, in order to reach projects objectives
  • Provide input on logistics matters to the Coordination Team for proposal and report writing 
  • Ensures the good filling and follow-up of all the logistics tools for a good capitalization at mission level (Park state, purchase follow-up, donation follow-up…)
  • Communicate regularly with the logisticians and General Coordinator in order to ensure good understanding of the logistics activities and  logistics priorities of each one,
  • Responsible for all communication related to logistic issues with the E Desk Referent Logistician.

Program activities:

  • Perform the role of technical adviser and take final responsibility for all logistical tasks of the Mission
  • Responsible for the appropriate selection (in collaboration with the Referent Logistician in HQ), installation, use and maintenance of equipment across the following technical disciplines: Information Technology, Communications, Mechanics, Energy & Electricity, Cold Chain etc.
  • Manage and supervise the rehabilitation of the health Centres (including waste management and infrastructure)
  • Take part to any assessment as per required
  • Develop and maintain good network of contacts to facilitate emergency responses (customs, suppliers, other NGOs, etc.) and provide logistics support to any emergency responses as per needed
  • Support the medical team particularly on transportation: fleet management; contract with helicopters companies etc.

Procurement & Supply Chain

  • Ensure the overall supply chain management for the response in country (international & local purchases).
  • In coordination with the Admin Coordinator, be in charge of the implementation, follow up and respect of MdM  Logistics procedures (purchase, communication, stock management, fleet management, park status)
  • Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports, until delivery of the goods and the official handover of items against signature of receipt.
  • Ensure that the filing system to record and archive all procurements is rigorously maintained by the Field Logistician and Logistic Assistants.
  • Ensure the existence and maintenance of a supplier database and develop robust local supplier relationships at national level.
  • Ensure systems mitigate risks from corruption and insecurity.

Team management

  • Responsible for the line management of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management.
  • Facilitate the communication within the logistics component of the team and between the different members of the team on logistics issues.
  • Responsible for the technical support of all logistics staff.
  • Responsible for the capacity building and training of all logistics staff to improve efficiency, awareness of, and compliance with, logistics systems and procedures.
  • Brief and debrief staff on logistical and technical aspects of the Mission.

Security

  • Participate in development, review, implementation and monitoring of MdM’s security measures in-country.
  • Ensure security briefing regarding movements and means of communication to all expat and national staff joining the mission.
  • Ensure the safety of offices, guesthouses particularly their resistance to earthquakes.
  • Monitor the security context and any deterioration in this that could affect operations and provide guidance to teams/sites as required.
  • Compiling all security incidents in MdM area of intervention received from General Coordinator and fills the security incident follow up.
  • Support the General Coordinator in updating the Earthquake contingency Plan.

Meetings, Representation and Reporting:

  • Attend MdM Monthly Coordination meetings and take part when relevant to the Field weekly coordination meeting).
  • Represent MdM with relevant external organisations and networks at national level and actively networking.
  • Attend national Logistic or Security related external meetings (clusters, Humanitarian Forum sec meeting…) as per request by the General Coordinator (Monday and Thursday Logistic Cluster in ENCC).
  • Consolidate logistics reporting (assets, fleet, premises …) and prepare monthly logistic report.
  • Organise regular meetings with the logistic team, in order to share all information and problems, finding solutions where necessary,

CONDITIONS OF EMPLOYMENT:

  • Status: Employee

  • Duration: 3-6 months  

SKILLS AND EXPERIENCE NEEDED:

  • Experience in working in challenging environment (mountainous environment).
  • Experience in fleet management; management of different means of transportation 
  • Ability to work in emergency, to set up a logistical base and build up an operation,
  • Ability to work quickly, under pressure, and with short deadlines,
  • Experience in managing a large team and work in an international team (diplomacy is compulsory, but strong management also),
  • Technical skills in : Security, supply chain, stock, team management, IT, rehabilitation and shelter,
  • Be aware that Logistics is also paperwork, excel files and word documents,
  • Must demonstrate flexibility to adapt to changing requirements,
  • Negotiation skills.
  • Rehabilitation/construction experience 
  • Knowledge of Nepal or working in Asian Region
  • 5 years’ experience as Logistic Coordinator in an health organisation 
  • Ability to listen and share decisions / Ability to take effective decisions according to the context
  • Flexibility, Reactivity, anticipation, adaptability
  • Excellent Organizational skills
  • Good writing and communication skills / Ability to communicate effectively with informants and contacts from widely-varied organizations and agencies
  • Leadership / team player
