Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

We are looking for dynamic team player in the following positions for our programme. 

Logistics Assistant (Fleet & Assets)

Level: E1

Duration: Fixed term contract until March 2017

Location: Nuwakot

OXFAM PURPOSE: Oxfam works with other to overcome poverty and suffering. 

TEAM PURPOSE: To ensure Oxfam has the management, technical and logistical capacity to scale up and to respond rapidly to major humanitarian emergencies anywhere in the world.

JOB PURPOSE: To provide support to response project team in logistics, purchasing, storage and transport arrangement for food and non food items distribution.

Post holder reports to:  Logistic Officer

BUDGET RESPONSIBILITY: N/A

DIMENSIONS:

  • Carry out tasks within guidelines laid down by managers / supervisor.
  • Tasks are usually routine but will require the use of initiative and/or basic planning.
  • Responsible for the proper use of equipment by others.
  • May be responsible for supervising one or more support staff, including basic planning of day to day work.
  • Required to gather and give information to supervisors, managers and occasionally members of the public.
  • Impact wider than own team/processes.
  • Contributes to improvements in processes.

KEY RESPONSIBILITIES: 

Fleet:

  • Co-ordinates use of office vehicles
  • Implements OXFAM Policies to office transport activities.
  • Daily fleet management, assesses vehicle requirements 
  • Ensure that all the vehicles are properly repaired and maintenance so that fit and available for field activities. 
  • Monitor the fuel consumption for Oxfam managed office vehicles
  • Allocation of duties of drivers on daily basis and also provide coaching to them for usage of vehicles, maintenance and safety and security issues.
  • Induction, training, on job coaching, performance review for Oxfam’s hired driver.
  • Ensure that trackers are properly installed and in working conditions in all vehicles.
  • Effectively monitor the tracking system and usage of vehicles on daily basis.
  • Ensure that all vehicles equipped with First Aid kits, Fire extinguishers, Emergency kits and emergency contact lists. 
  • Manage the accident reporting systems. 
  • Arrange safe parking for Oxfam’s vehicle.
  • Checks invoicing against office transport documentation and ensure the timely payment
  • Coordination with fleet officer at country office to provide facilitation in rented vehicles payments, contract and updating on day to day movements plan for better facilitation.
  • Ensures proper filing of all transport documentation
  • Provides support and information on areas of work covered in their remit.
  • Provide assistance to logistics officer/manager in selection process and maintaining contracts of rented vehicles and truck hiring.
  • Ensure that all the transport arrangements done timely as per requests and plans. 
  • Daily, weekly  and monthly reporting
  • Reconciliation reports, data

Assets & Inventory management:

  • Keeps inventory of all office and accommodation items
  • Proper tagging, maintain assets list in hard and soft copies.
  • Assets & inventory report.
  • Proper record of assets tracking ;( issuing, physical conditions, Disposal) as per OXFAM’s policies and procedures.
  • Generate assets damage/Loss reports.
  • Reconciliation reports, data

General Logistics Duties:

  • Day to day planning in line with departmental priorities and policies.
  • Establishes and maintain good contacts with suppliers and other organisations.
  • Works with Logistician regarding rental agreements and contracts
  • Performs any other job related duties as assigned by Logistican/ Log Manager
  • Manages filing system for logistical team operations

SKILLS AND COMPETENCE:

  • Bachelors with good knowledge and/or at least 3 years experience in administration, facilities and vehicle management.  
  • Good written and spoken English.
  • Ability to keep clear and concise records.
  • Effective communication Skills.
  • Effective negotiation skills.
  • Commitment to issues of gender, diversity.
  • Computer skills.
  • Ability and willingness to travel and work in remote areas.
