Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Oxfam is responding in these areas: Gorkha, Nuwakot, Dhading, Sindhupalchowk, and Kathmandu. We are urgently looking for dynamic team players in the following positions for our response programme.

 

1) JOB TITLE: Programme Coordinator (Humanitarian) 

DIVISION / DEPARTMENT / LOCATION: International Division / South Asia / Nepal

JOB FAMILY: Programme

LEVEL: D1

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE: To work directly with Oxfam’s beneficiaries and partners to overcome poverty and suffering; and to advocate and campaign for policy, knowledge, attitude and practice change to help achieve Oxfam’s strategic change objectives.

JOB PURPOSE:  In line with Oxfam’s strategic plans and policy guidelines to work under the leadership of the Program Manager (HTN/DRR) as a Department head to coordinate and supervise resources and processes in support of the programme and be responsible for delivering Humanitarian Program in the department

REPORTING LINES: Post holder reports to: Program Manager, Humanitarian and Disaster Risk Management (HTN/DRR) Staff reporting to this post: 1-3 based on availability of project

BUDGET RESPONSIBILITY: In coordination with HTN/DRM Program Manager/ Coordinator, takes overall responsibility for the Humanitarian Support related budget planning, expenditure and reporting with prior approval from the manager

DIMENSIONS:

•Work pattern is a mixture of reactive and project work

•Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team

•Communication largely with internal staff, (including internationally) also with some external contacts / target audiences to support operational work

•Analysis and internal communication of the locally relevant context to inform appropriate planning

•Some analysis and communication of the wider context

•Supervises the work of contractors, partners and junior staff for delivery of the programme

•Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area

•Some negotiation and representation with local authorities

•Networking with peers to develop a shared analysis of local issues, contacts and key players

KEY RESPONSIBILITIES: 

1.Humanitarian capacity building of Oxfam Nepal staff, partner organizations, government line agencies, NGOs, and other DRR and Humanitarian Organizations at national and district level 

•Build the capacity of Oxfam Nepal staff, partner organizations, government line agencies, NGOs, and other DRR and Humanitarian Organizations for the emergency preparedness at national and district level aligning with the OI Contingency Planning, Humanitarian Standard and Humanitarian Investment Plan (HIP) and Disaster Risk Management Strategy of HTN/DRR Program Unit

•Works with other program pillars in Oxfam and partners and with Food Security, WASH and DRR networks and clusters to maintain roster of trained human resources on WASH, Emergency Food Security, Emergency Logistics and Communication Management, and vendors in Kathmandu and in Oxfam’s working districts

•Makes staff capacity development plan involving all three Oxfam Program Pillars and partners for emergency response and implement them in line with HIP

•Track all the training across HTN/DRR Program and other program pillars related to emergency preparedness (WASH and EFSVL) and make the calendar for timely actions 

 2.Updates of OI Contingency Planning, facilitate to develop and update partners CP 

•Updates OI CP based on national and local context and arrange drilling exercise at least twice a year for Oxfam Nepal staff

•Facilitate Oxfam’s partner to update and develop CP and organize a drilling exercise for partner and government staff in the district at least twice a year

 3.Lead on emergency response on WASH and EFSVL 

•Track the disaster information from Oxfam working and nearby districts and prepare the situation report for internal and external use as it is guided by “Minimum requirements in the first phase of emergency response” and OI CP in coordination with project managers in Oxfam and at partner level

•Analyze the disaster scenario in each season in line with OI CP and HIP and brief the outcome to HTN/DRTR PC/PM

•Facilitate to organize internal and external emergency meeting to find modalities and resources for the emergency response in coordination with MoHA and DDRC in the district 

•Take prompt actions in coordination with HTN/DRR PM/PC and other Program Pillars for the emergency response in the districts hit by disaster

•Manage effectively the emergency response works as agreed by HTN/DRR Program Unit and other two Program Pillars

 4.Profiling emergency stockpiling items and its regular updates

•Prepare the up to date record of emergency stockpiling installed by Oxfam/Partner NGOs in various parts of the country

•Work with other international humanitarian organizations  and Nepal Red Cross Society to prepare stock of emergency items in various parts of the country   

 

5.External representation for Oxfam Humanitarian and DRR Program Unit particularly for emergency responses 

•Considering the severity of emergency that may happen at any time of the year due to disaster, represent Oxfam’s HTN/DRR Program Unit in various meeting called by the government authorities, cluster members; particularly for WASH and EFSVL and also meeting called by NRCS and DPNeT in relation to disaster as assigned by HTN/DRM PM/PC

•If required, represent Oxfam at district level for the emergency response and meeting called by DDRC, particularly during emergency

•Explores and maintains good relationships with key humanitarian donors such as DFID, ECHO,UNICEF, WFP etc as assigned by HTN/DRR PM/PC

 6.Developing quality project/program proposals in very short notice and effective project cycle and fund management 

•Develops project concept notes in quick notice during emergency, develops contracts with the partner and facilitates timely and effective implementation of agreed project

•Tracks and reviews partners' progress and financial reports for fund release recommendation. 

•Ensures all activities are carried out in line with PIPs and projects and are contributing to the achievement of milestones

•Produce quality reports and documentation etc. for management and communication purposes, nationally and internationally; particularly during the emergency

 7.Playing an effective team building role for Humanitarian and DRR Program and other program Units in Oxfam 

•Pays attention in the diverse capacity that exists in team and maximizes its utilization for the benefit of department and the organizations

•Builds trust among the team members maintaining proper accountability (both downward and upward) through actions

•Follows Oxfam policy and provisions in every actions that impacts every staff members in Oxfam, partner and the life of people with whom we work   

 8.Others as assigned by Humanitarian and Disaster Risk Management Program Manager/Coordinator

QUALIFCATIONS AND EXPERIENCES: 

•Masters Degree in Disaster Risk Management, Humanitarian Support, Emergency Response or Sustainable Development from recognized universities with 3-5 years professional experiences in the field of Disaster Risk Management and Emergency Response (Priority will be given to the candidate having International Degree and firsthand experience in managing large scale emergency response)   

•Sound knowledge about government policies on disaster risk management and emergency response, cluster approaches and coordination mechanisms in Nepal 

•Ability to analyze political situation, social and economic context 

•Result oriented 

SKILLS AND COMPETENCE: 

•Proven organisational skills and ability to maintain administration systems and processes

•Good understanding of principles of effective planning

•Good time management

•Good interpersonal communication and influencing skills

•Fluent written and spoken English and Nepali

•Effective member of the team and role model. Demonstrates creativity in seeking better ways to do things, shares with team and promotes high standards 

•Takes responsibility for own work and delegated projects, including some leadership

•Anticipates problems and regularly provides solutions

•Successfully manages conflicting priorities

•Sensitivity to gender and diversity issues
