Position Summary

RTI's International Education Division is supporting education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, DFID, Australian Aid and other donors and clients.

The International Education Division is currently accepting applications for Human Resources Officer for an anticipated USAID-funded five-year project to improve early grade readingin Nepal. This is a full-time position with residency in Nepal providing HR support to the project, including administration, management, new hire orientation, and recruitment support for project staff.  S/he will provide training in routine HR activities which include planning and organizing, relationship management, process excellence, facilitation, and core HR administration.

Primary Responsibilities:

  • Review, disseminate, and ensure compliance with HR policy guidelines and country employee handbooks in tandem with local labor laws, USAID rules and regulations, RTI policies, values, ethics, procedures and strategies.
  • Conduct preliminary job grading and approval, determines eligibility for salaries, entitlements and benefits according to approved RTI salary scales and confirmed country benefits while applying staff regulations and other official provisions with consistency.
  • Ensure adherence to procedures in the area of selection and recruitment of temporary and longer-term staff;  organization of recruitment processes through the provision of input to short-listing process, screening of candidates, setting up and participation in interview panels including documentation processing for offers and deployment.
  • Coordinate preparation of contracts of CCN and local consultants, through timely preparation and submission of personnel action forms.
  • Maintain HR (including non-personnel) files; track and compile the project leave schedules, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording; advise staff on their R&R and leave entitlements.
  • Provide professional advice and ensure proper staff performance management and career development focusing on achievement performance planning, documentation of reviews, and end of year performance appraisal. 
  • Coordinate orientation and induction activities, and as needed provide information to staff members on their employment conditions and entitlements.
  • Track and update the project staff census; maintain RTI’s electronic personnel database and supporting use of its information by project staff for planning and administration purposes.

Required Skills and Qualifications:

  • A Bachelor’s degree in HR, business, or public administration.
  • At least three (6) year experience in area of human resources administration.
  • Relevant working experience in HR is required at the national or international level.
  • Ability to perform a broad range of specialized activities related to HR management, including administration of recruitment, contracting and performance evaluation, monitoring of transactions and reporting.
  • Knowledge of USAID administration rules and regulations is an advantage.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Demonstrated openness to change and ability to manage complexities while remaining calm, in control and good humored even under pressure.
  • Ability to use Computer accounting packages; MS Office products, MS Access, MS Word, MS Excel, MS PowerPoint etc. 
  • Ability to communicate in Nepali and English.
