POSITION TITLE: Human Resource Associate Officer(Level-P1)

LOCATION: Kathmandu, Nepal

GROUP/UNIT: Enterprise and Agriculture

REPORTS TO: Administrative and Human Resources Manager

BACKGROUND:

The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its fourth of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income.  To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.

KISAN is a project being implemented by Winrock International (WI) in collaboration with its sub-partners CEAPRED and DEPROSC.

POSITION DESCRIPTION 

The KISAN Human Resources Associate Officer (HRAO) assist, advice on and implement policies relating to the effective use of personnel within an organization. His/her responsibilities include the following:

MAINRESPONSIBILITIES:

A. Human Resource Management

  • Maintain personnel files and job files.
  • Maintain and update national staff list.
  • Responsible for all insurance activities(employee-medical and accidental)
  • Track and follow up medical insurance claims of employee and their dependents
  • Assist in ID Cards and Visiting Cards for all employee
  • Responsible for tracking leaves of employee.
  • Make sure that the time sheet of KISAN staff is properly received in time.  
  • Maintain confidentiality of all official matters and files
  • Prepare new staff package for new hire. 
  • Assist Administrative and Human Resource Manager in organizing staff development training including code of conduct training to KISAN staff 
  • Assist in shortlisting, interviewing and selecting candidates.
  • Verifying HR related information in the 1420 forms filled by proposed staff from WI and Partners.
  • Distribute monthly pay slips to each employee
  • Prepare Employment Contract and Offer Letter
  • Handling Petty Cash 
  • Other duties as assigned by Chief of Party, Operations Director and Administrative and Human Resource Manager 

B. Others

  • Arrange VISA and work permits for expatriate as required 
  • Support to Logistic for expatriate(Hotel Booking, Vehicle pick up/drop, Cell phone)
  • Support to Logistic while conducting training(arrange necessary training materials, booking venue, attendance sheet etc.)

QUALIFICATIONS AND REQUIREMENTS:

Education: B.S. or equivalent university degree in Management, Business Administration, or relevant field.

Experience:

  • The ideal candidate will have the following experience:
  • At least 2 years of experience in human resources and administration;
  • INGO experience is strongly preferred; experience on donor-funded projects (specifically USAID) desired;
  • A thorough Knowledge of Quick Books is essential in addition to other accounting software.
  • Fluent in written and spoken English and Nepali. Ability to use of MS office (outlook, word, excel, power point) is mandatory.  
  • Person of high integrity, and commitment to organizational values and principles.
  • Preference will be given to Women, Dalit, Janajatis and Madhesi.
