We were among the first INGOs on the ground and operational following the earthquake, providing medical treatment and essential supplies. Our technical staff on the ground now includes physicians, nurses, surgeons, as well as specialists in water, sanitation and hygiene, mental health and psycho-social support and nutrition.

Summary Duties & Responsibilities

 

 

 

The primary function of the Human Resources Manager is to manage all aspects of Human Resources operations for national staff in the country program and to ensure compliance with local labor laws. Additionally serve as in country HR support for international staff related matter

1. Human Resources Management

 

  • Ensure national staff contracts are in compliance with local labor laws

  • Oversee the development and maintenance of the local employee handbook

  • Monitor the local recruitment process and ensure policies and procedures are followed according to labor laws and internal procedure

  • Ensure staff time sheets, leave requests and other required documentation is reviewed and complete

  • Research, develop and implement the local salary scale for national staff

  • Manage employee orientations and work with managers to properly prepare new incumbents for their positions

  • Create and maintain job descriptions

  • Manage the performance appraisal process to ensure managers complete them appropriately and timely

  • Work with supervisory staff to coach on management and employee relations issues that arise

  • Conduct investigations as needed and directed by HQ

  • Assist in the selection and training of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with the Country Director and Finance Director

  • Supervise the HR staff to ensure their smooth and effective operations

  • Maintain open lines of communications with all field staff

  • Maintain flexibility to take on added responsibility as and when needed

 

 

 

2. Representation

 

  • Represent the organization at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate

  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

 

 

 

3. Training/ Capacity Building

 

  • Determine training needs for subordinate staff

  • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs

  • In coordination with supervisory staff, advocate and plan for professional development activities and trainings for expat and national staff

 

 

4. Working Relationships

 

  • Maintain frequent communication with Country Director to ensure HR activities and objectives are communicated

 

 

5. Security

 

  • Ensure application and compliance of security protocols and policies

 

 

6. Prevention of Sexual Exploitation and Abuse

 

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Education& Qualifications

 

 

 

  • Bachelor’s degree in Business Management, International Development and/or in a relevant field of study

  • Masters degree is a plus

  • Seven years of experience in Human Resources, of which at least two year in equivalent position or combination of education and experience

  • Supervisory experience

  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs

  • Profound cross-cultural awareness

  • Ability to exercise sound judgment and make decisions independently

  • Extremely flexible, and have the ability to cope with stressful situations and frustrations

  • Ability to relate to and motivate staff effectively

  • Creativity and the ability to work with limited resources

  • Excellent decision making skills

  • Team player and strong communication skills, both oral and written

  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

 

  • Must have excellent written and verbal communication
