POSITION DESCRIPTION
POSITION TITLE: HR Consultant
LOCATION: KISAN Office, Sanepa, Lalitpur
GROUP/UNIT: HR
REPORTS TO: Business Contracts Director
PROJECT SUMMARY:
The USAID funded Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN) Project aims to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector and increasing the income of farm families. USAID/Nepal will implement the project over a five-year period in 20 districts of western, mid-western and far-western region of Nepal: Baitadi, Dadeldhura, Kanchanpur, Doti, Achham, Kailali, Dailekh, Surkhet, Bardiya, Banke, Rukum, Jajarkot, Salyan, Rolpa, Dang, Pyuthan, Gulmi, Arghakhanchi, Kapilvastu and Palpa.
RESPONSIBILITIES:
The HR Consultant will work under the direct supervision of the Business Contracts Director and in close coordination with Finance Director and Operation Officer.
- Implement Winrock policies and procedures while managing and setting working conditions for human resource and administration.
- Ensure employee files are up to date (1420 etc); prepare request for approvals to USAID; ensure all staff have up-to-date TOR.
- Lead project recruitment, ensuring that all vacant positions are filled as soon as possible
- Establish and maintain staff contracts and personnel files, ensure documents translated and understood by staff at all levels
- Co-ordinate processing of personnel forms such as attendance, time sheets and leave records and entitlements to staff.
- Prepare KISAN staff database for usage by the KISAN management.
- Monitor and uphold staff conduct and orientation, training, supervision and support as required, organize regular performance evaluations of all staff.
- Ensure that exit interviews/ debriefs are prepared at the end of service.
- Ensure staff appraisals are carried out in a timely manner.
- Ensure that certificates and other HR documents are updated and signed.
- Ensures all correspondence relating to administration and HR with Winrock International and other government authorities are properly maintained.
- Ensure that all the staffs are insured with Accidental and Medical insurance Policies as per HR manual and ensure that staffs are reimbursed with all the claims concerning medical and accidental insurance.
- Any other job as directed by the Chief of Party and Business and Contracts Director.
QUALIFICATIONS AND REQUIREMENTS:
- Master in Personnel/Business Administration/Business Studies.
- Minimum of 3 years’ experience in similar nature International Organization (preferably in USAID funded programs) programs.
- Candidate with technology awareness and commitment to continuous learning.
- Strong oral and written communication skill in English.
- Candidate with high integrity, result oriented and respect for diversity.
- Computer knowledge on various applications such Word, Excel, power point, etc. will be given preference.
