LOCATION: Kathmandu, Nepal, with visits to 12 districts in central, mid-west

and far-west Nepal

REPORTS TO: Grants Manager or designate

CONTRACT LENGTH: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 USAID’s Hamro Samman is a five-year program generously supported by the American people and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat TIP in Nepal.

POSITION SUMMARY:

The Grants Assistant will support the grants awarded by Hamro Samman, monitor award-related work flows, support the smooth operation of award systems; and strengthen capacity of grantees to comply with award terms and conditions, as well as applicable regulations and Winrock International policy.

ESSENTIAL REPONSIBILITIES:

  • Support Grants Manager in developing, reviewing, and editing TORs for grant opportunities
  • Publicize grant opportunities, and support the proposal review process
  • Support Grants Manager to coordinate capacity building and provide mentorship to local organizations as identified
  • Support Grants Manager to develop, analyze, review and negotiate contract documents for subawards and grants
  • Review sub-award modifications with the Grants Manager, notify senior management of problems and risks, and support researching issues concerning contractual issues
  • Process advance requests and reconciliation
  • Review grantee narrative and financial reports to ensure accuracy and completeness
  • Track agreements to ensure timely renewals and close out
  • Ensure grantee compliance with all aspects of the agreements
  • Visit grantees’ offices and project activities regularly to assess compliance and provide capacity building support
  • Support program staff on compliance and capacity development issues
  • Vet all issues outside of standard policies and procedures with Home Office

  • Maintain high ethical standards of integrity; respect confidentiality and represent Winrock International at all times
  • Provide assistance to other programmatic areas, including monitoring and evaluation, as time permits

QUALIFICATIONS:

Education: Bachelor’s degree in Business Administration, Finance, or related field, with relevant work experience in a regulatory environment; or equivalent combination of education and three years’ work experience

Technical: A minimum of two years’ experience with grants and/or contracts management under USAID or other international projects

Experience:

  • Experience supporting international projects to the highest ethical standards
  • Demonstrated administrative skills in supporting the management of complex, multi-activity programming, on time and on budget
  • Experience supporting the development and implementation of grants manuals, solicitations, award documents and award modifications
  • Strong workflow management skills; flexibility; good interpersonal and organizational skills for coordinating a variety of tasks simultaneously; attention to detail; team player

Skills/Knowledge:

  • Sound knowledge of international donor contracts, financial and accounting regulations and procedures
  • Excellent knowledge of oral and written English
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
  • Adhere to USAID and Winrock International’s code of ethics, and specifically child safeguarding and trafficking in persons provisions covered in the project agreement.
