Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Grants and Subcontracts Director for an upcoming agriculture program in Nepal. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

TITLE: Grants and Subcontracts Director

LOCATION: Kathmandu, Nepal

POSITION DESCRIPTION

The Grants and Subcontracts Director will oversee all grants activities and subcontracts under an anticipated USAID/Nepal-funded food security activity in Nepal. The activity will be results-oriented and aims to support the creation of a self-reliant, sustainable, competitive, and inclusive agriculture sector that drives economic growth and contributes to improved livelihoods and food and nutrition security in Nepal.

ESSENTIAL RESPONSIBILITIES:

  • Develop project’s Grant Manual in accordance with USAID and Winrock policies and regulations.
  • Review solicitations and grant packages including technical and budget documents
  • Oversee grants evaluation and selection process
  • Develop a comprehensive grants monitoring system, including budget/financial monitoring
  • Lead collection of data that measures progress, tracks effectiveness, and provides continuous assessment of progress towards grants targets and benchmarks
  • Train field staff on grants management
  • Work closely with the technical and M&E teams to ensure grants are fully integrated into technical approach
  • Develop and oversee all processes related to subcontracts including: developing RFPs, advertising procurement opportunities, the selection process, subcontract (including budget) negotiation, monitoring, and approving deliverables and invoices; ensuring compliance with USAID and Winrock procedures and regulations

QUALIFICATIONS AND REQURIEMENTS:

Education: B.S. or equivalent university degree in Accounting, Finance or Business Administration.

EXPERIENCE:

The ideal candidate will have the following experience:

  • At least 5 years of experience leading financial and grants management of donor-funded programs (USAID experience strongly preferred)
  • Experience managing small grants to local organizations and businesses and managing office staff
  • Strong computer software skills in MS Excel and Word
  • Strong accounting software skills (such as QuickBooks) preferred
  • Strong communication skills, both oral and written with fluency in both English and Nepali required

Other: High level of English and of Nepali is required.
