BACKGROUND:
The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its third of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income. To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.
POSITION DESCRIPTION
The KISAN Grants and Procurement Manager will oversee all grants and general procurement activities. S/he will be responsible for leading KISAN’s Grants Program, ensuring that grants are processed in timely manner and the process adheres to KISAN’s Grants Manual, reviewing grant packages to ensure they meet KISAN and USAID requirements in the contract and Grants Manual, and monitoring the grants budget. The Grants and Procurement Manager will also design and implement a monitoring and evaluation system for grants, ensuring that data is collected, tracked, and analyzed regularly per grant agreements. In addition to grants responsibilities, the Grants and Procurement Manager will be responsible for general procurement of office supplies, equipment, etc. for the KISAN Project, ensuring that the project meets USAID and contract requirements during the procurement process.
ESSENTIAL RESPONSIBILITIES:
- Manages full Grants Cycle
- Design and implement a comprehensive grants monitoring and evaluation system;
- Lead collation of data that measure progress, track effectiveness, and provide continuous assessment of progress toward program targets and benchmarks;
- Training field staff on grants management;
- Review solicitations and grant packages including technical and budget documents;
- Ensure quality control and rigorous monitoring and evaluation;
- Oversee general procurement for the project.
QUALIFICATIONS AND REQURIEMENTS:
- Education: B.S. or equivalent university degree in Accounting, Finance or Business Administration.
- Experience:The ideal candidate will have the following experience:
- At least 5 years of experience leading financial and grants management of donor-funded programs (USAID experience strongly preferred)
- Experience managing small grants to local organizations and managing office staff
- Strong computer software skills in MS Excel and Word
- Experience/familiarity with the USAID procurement process
- Strong accounting software skills (such as QuickBooks) preferred
- Strong communication skills, both oral and written with fluency in both English and Nepali required
OTHER: High level of English and of Nepali is required.
