Pact, a non-profit organization based in Washington, DC, is implementing a USAID-funded project, Sajhedari Bikaas, aimed at empowering local communities to direct their own development. Pact has an immediate need for highly competent Nepali citizens to fill the following position. 

Grants and Contracts (G&C) Officer – 2 positions 
The G&C Officer is responsible for monitoring budget and financial reports of grantees, and distributing budget funds. The incumbent as part of the G&C team will ensure efficient implementation of awards and project compliance and financial management. S/he will conduct training for counterparts on award management, compliance, and financial & procurement processes.The G&C Officer report to G&C Manager.

Specific Duties and Responsibilities:

  • Monitor grantee budget, obligations, disbursements and expense reports, and remind them of any unusual circumstances – potential overspending or underspending.
  • Ensure all grantee disbursements and liquidations are properly recorded in the grants matrix and that it is kept up to date.
  • Monitor financial report due dates and follow up on late submissions.
  • Review grantee financial reports and supporting documentation for accuracy, consistency, completeness and compliance with approved budgets and cost principles.
  • Conduct pre-award assessment to assess financial and management capacity as part of grant worthiness.
  • Work with partners to provide guidance and technical support on financial and contract procedures. 
  • Conduct field reviews of grantees to inspect compliance of rules and regulations. 
  • Provide training and technical support to build the capacity of the finance staff on filing, bookkeeping, budgeting, recording and reporting of financial transactions, procurements and inventory listing, and grant management. 
  • Work closely with Program team.
  • Other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Business Administration or equivalent in a relevant field.
  • A minimum of three years of relevant work experience.
  • Excellent Computer skills: MS. Office, Excel, Powerpoint.   
  • Good analytical and communication skills.
  • Strong interpersonal and problem-solving skills.
  • Ability and willingness to travel domestically on short notice.
  • Ability and willingness to work in a challenging and dynamic environment.

Preferred Qualifications

  • Experince withgrant or contract support for USAID or other USG-funded programs.
  • Knowledge of USAID requirements, including the FAR, ADS, 22CFR226 and OMB Circular A122.
  • Knowledge of grant and contract instrument types.
  • Demonstrated familiarity with grant-making processes and procedures.
