BACKGROUND:

The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its third of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income. To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.

POSITION DESCRIPTION

The KISAN Grants Accountant will be responsible for grant financial reports, sub-grant tracking system, provide financial orientation to sub-grantee and following responsibilities under the guidance of Grants Manager and work in close cooperation with the Grant Officer in attaining the KISAN grants objectives:

MAIN RESPONSIBILITIES:

  • Support in the review of Grants Budget. 
  • Provide financial orientation to sub-grantee. 
  • Review of financial backups as well as other documents submitted by the sub-grantee comprehending current grant reporting procedures of USAID and WI/KISAN.
  • Assist in monitoring compliance issues concerning sub-grants provision and GON guidelines.
  • Visit to grantee organization for institutional strength verification and especially financial system.
  • Review books of accounts of the grantee organization concerning the WI/KISAN grant activities.
  • Develops and maintains a complete sub-grant tracking system that provides information for the comparison of budget vs. actual expenditure.
  • Creates electronic and hard copy file/folders for all new grant awards. 
  • Ensure that all grant financial reports are up to date, comprehensive, and complete.
  • He/she should be aware of VAT / TAX procedure of GON.
  • Provide financial support to KISAN finance section in various fields as instructed by Business Contracts Director, Finance and Administration Director and Senior Finance and Administration Officer. 
  • Obtain recommendation on periodic invoice payment from Grants Manager and submit the documents to KISAN Account section. 
  • Carry out any other assignments as directed by Business Contracts Director, Grants Manager, Finance and Administration Director and Senior Finance Officer.

QUALIFICATIONS AND REQUIRMENTS:

Education:  Bachelor degree in Business Studies/Business Administration

Experience: The ideal candidate will have the following experience

  1. A minimum of 3 years of work experience in similar positions, ideally on USG-or other donor funded projects.
  2. Knowledge of Quick Book and other accounting software will have added advantage.
  3. Fluent in written and spoken English and Nepali. Ability to use MS Office, (Outlook, word, excel, power point) is mandatory. 
  4. Person with high integrity, and commitment to organizational values and principles. 
  5. Preference will be given to Women, Dalit, Janajatis and Madhesi.
