Purpose of the evaluation:

The overall purpose of this position is to support International Medical Corps’s compliance with Nepal government’s rules and requirements. The consultant will be responsible for coordinating IMC's close out functioning with officials and agencies from the Government of Nepal and serve as the principal focal person with the Social Welfare Council.

Essential Duties and Responsibilities:

The consultant will consider all aspect of communication and compliance with Government of Nepal and Social Welfare Council. In line with the objectives outlined, following activities will be performed by the evaluator:

  • Keep record of all documents and files related to government correspondence, project agreements, and amendment requests.
  • Maintain the daily schedule of meetings with key government officials.
  • Coordinate IMC's update with officials and agencies from the Government of Nepal and serve as the principal focal person with the Social Welfare Council.
  • Liaise with Social Welfare Council regarding the approval of no objection letter.
  • Ensure compliance with government implementation priorities and the submission of mandatory government reports.
  • Take lead on Social Welfare Council’s evaluation meetings.
  • Support and advise the Country Director and Senior Management Team on identifying and resolving issues with the authorities.

Security, Compliance and Ethics:

  • Comply with security protocols and policies.
  • Consider security implications of all program activities, carefully reviewing new initiatives with program teams.
  • Maintain flexibility to take on added responsibility as and when needed.
  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps.
  • As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.
  • Conducts work with the highest level of integrity. 

Consultant qualification:

  • Advanced university degree in management, social sciences or related field.
  • Extensive and demonstrable project/programme evaluation experience (At least 5 years working in the humanitarian sector, assisting international organizations in similar aspect of work).
  • Demonstrated and successful experience working in a liaison role with the Nepal government and Social Welfare Council.
  • A strong commitment to delivering timely and high-quality results.
  • Strong understanding of the Nepali context, its governance architecture.
  • Excellent writing skills.
  • Excellent language proficiency in English and Nepali language.
