Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Governance/Decentralization Advisor candidate for an anticipated USAID-funded Health Systems Strengthening Project in Nepal. This project aims to increase access to and utilization of equitable health services, improve quality of health services, and improve health system governance. The project will focus on improving health outcomes, particularly for the most marginalized and disadvantaged groups, by increasing access and utilization of equitable, accountable and quality maternal, child and reproductive health services, with specific focus on newborn care.

Duties: 

The Governance/Decentralization Advisor will be responsible for 1) strengthening the health system of Nepal, and its engagement with citizens, communities, and other health system stakeholders; and 2) improving health system governance, including within the context of decentralization and federalism. The Governance/Decentralization Advisor will be expected to engage with the annual work-planning and budgeting process work across the local, district, and central levels. The Governance/Decentralization Advisor will support the Chief of Party by playing a lead role in providing strategic vision and technical expertise in improving health system governance. 

Qualifications:

  • Advanced degree in business administration, public administration, finance, public health, or relevant field 
  • 10+ years of experience providing technical assistance on donor funded projects of similar size and complexity, preferably in Nepal and/or South Asia region
  • Experience strengthening data-driven planning and governance of a decentralized health system, working across local, district, and central levels
  • Experience collaborating with and building capacity of government leadership, communities, and other stakeholders
  • Knowledge of best practices and lessons learned in governance, need-based resource allocation and health service delivery
  • Excellent organizational, analytical, and supervisory skills
  • Strong verbal and written communication skills; professional Fluency in English
  • Nepali nationals are strongly encouraged to apply
