Details / requirements:

DAI seeks a GIS Specialist for the USAID-funded Program for Aquatic Natural Resources Improvement (PANI). The GIS Specialist will be responsible for using geospatial software to carry out analysis that will inform technical implementation of PANI activities and contribute to technical reports and deliverables. The GIS Specialist will be responsible to identify existing sources of relevant data, including vector data and raster data, and organizing and maintaining PANI specific data sets.

 

Applicants must have a Master’s degree in spatial planning or other relevant degree and at least 5 years of work experience in analyzing spatial data and preparing maps and graphs, using GIS hardware and software.

 

DETAIL SCOPE OF WORK

 

Position: GIS Specialist

 

Level of Effort: LTTA, 260 days per year

 

Period of Performance: August 1, 2017 – December 16, 2020

 

Base of Operations: Kathmandu, with field travel to PANI target river basin areas

 

Background:

 

The Program for Aquatic Natural Resources Improvement (PANI) is a 5 year, $25 million USAID-funded Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. PANI aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. PANI focuses at the watershed, basin, and national scales and the project has approximately $5 million in grants and activity procurements. This goal will be reached by meeting the following objectives:

 

Reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins.

Increase the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management.

This will be accomplished through four intermediate results (IRs, each with several sub-IRs), and supporting activities, as defined in Section C, Statement of Work (SOW) of the PANI Contract, which provides the framework and overall guidance for all PANI team members.

 

Responsibilities

 

The GIS Specialist will be responsible for using geospatial software to carry out analysis that will inform technical implementation of PANI activities and contribute to technical reports and deliverables. The GIS Specialist will be responsible to identify existing sources of relevant data, including vector data and raster data, and organizing and maintaining PANI specific data sets.

 

Essential Duties:

 

Review and analyze national census and district level data available by jurisdictions, adjust those data sets to inform PANI activities, including ongoing preparation watershed profiling and health reports.

Facilitate data quality assessment.  Review the integration and “connectivity” of data and/or data sets.  Identify gaps and characteristics that may affect the analysis and achievement of the objectives.

Design and prepare spatial and temporal data/GIS maps and related presentations of spatial data for PANI’s targeted watersheds where various project activates will be implemented.

Update and maintain the GIS database and maps in close consultation with the relevant national and international institutions

Work closely with technical team to build relationships and provide training to national and local government and civil society stakeholders on integrating using GIS to facilitate data analysis and visualization.

Maintain close cooperation with the PANI partners and team members

 

Level of Effort/Timeline:

 

The GIS Specialist position is based in Kathmandu, with travel to the PANI target river basin areas.  The level of effort is 260 days per year until the close of the project in December 2020.

 

Supervision:

 

The GIS Specialist will work under the direct supervision of the Chief  Technical Specialist, and in close coordination with the IWRM Specialist.

 

Qualifications:

  • At least 5 years of work experience in analyzing spatial data and preparing maps and graphs, using GIS software and related equipment.
  • Expertise in conducting  research to locate and obtain existing databases; ability to gather, analyze, and present spatial data to staff and partners for activity planning and deliverables.
  • Experience working with stakeholders to build capacity in data analysis and visualization.
  • Experience in land use, freshwater ecosystems, environmental planning, hydropower as well as economic and community planning.
  • Experience operating GIS system hardware and software.
  • Experience in statistical software and analysis highly preferred.
  • Master’s degree in spatial planning or relevant degree.
  • Strong English speaking and writing abilities.
