We were among the first INGOs on the ground and operational following the earthquake, providing medical treatment and essential supplies. Our technical staff on the ground now includes physicians, nurses, surgeons, as well as specialists in water, sanitation and hygiene, mental health and psycho-social support and nutrition.

JOB SUMMARY:

The primary role of the GBV Manager is to provide technical guidance and capacity building to the national partners and team. The Specialist will need to develop and strengthen the national capacity on GBV. The work is focused om GBV prevention and response activities and represent IMC in all the GBV relevant coordination forum and meetings. Moreover the Specialist ensures integration of protection principles and GBV risk mitigation into ongoing humanitarian operations serving affected population in need. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Planning

  • Work closely with the Program Director, and Global GBV Advisor to understand program goals and to meet expectations
  • Lead assessments to identify protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify points of entry and support structures for reinforcement
  • Analyze trends of GBV and identify national gaps and develop/adjust program strategies to meet needs
  • Contribute to program design and the preparation of concept notes and proposals
  • Identify needs of implementing partners for training and supervision
  • Program Implementation and Capacity Development

Train IMC staff and provide technical support

  • Train relevant actors on global guidelines such as IASC mainstreaming tools, how to deal with survivors, SEA
  • Maintain flexibility to take on added responsibilities as and when needed
  • Overview and support the GBV team to implement GBV prevention and response activities, according to IMC minimum standards.
  • Coordinate with leader figures, women’s groups, and work with men to prevent GBV (as appropriate)
  • Compile regular program reports, on time and with accurate data Supervise,
  • Ensure monitoring of the projects and provide feedback for quality implementation

Work with local implementing partner to:

1. Start-up and strengthen GBV case management and counselling

2. Develop protocols for information collection and sharing

3. Develop / strengthen referral systems and support training actors in the referral pathway

4. Ensure quality level trainings and capacity building such as: guiding principles of addressing GBV, GBV case management, working with child survivors, intimate partner violence, risks of mediation, community mobilization toward prevention of GBV

5. Set up outreach (including temporarily shelter areas and remote communities) where appropriate

OTHER TASKS AS NECESSARY

Coordination

  • Coordinate with local and international organizations, UN agencies and other stakeholders to ensure holistic support for survivors, including development of GBV SOPs and referral pathways
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

Human Resources Management

  • Selection, training and support of qualified GBV staff
  • Develop support strategies for staff, including capacity building plans, and introduce principles of self-care
  • Use staff appraisal tools to ensure goals are met

Financial Management

  • Ensure GBV program budget are managed properly
  • Develop work plans in line with financial pipelines
  • Work with Finance and Logistics to plan and procure supplies within program budgets
  • Ensure compliance with IMC partner regulations

Resource Mobilization

  • Liaise with potential donors and identify funding opportunities
  • Contribute to policy discussions and strategy setting
  • Develop concept notes and proposals

Security

  • Ensure compliance with security protocols and policies
  • Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders

MINIMUM EDUCATION AND QUALIFICATION:

  • Master’s degree in Social Work, Public Health, International Development or other relevant field of study
  • Five years’ experience in GBV program design and implementation, including at least three year of international, humanitarian experience
  • Proven knowledge and experience in developing and implementing community mobilization projects
  • Supervisory experience
  • Relevant regional experience strongly preferred
  • Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on PSEA
  • Familiarity with international humanitarian or development programming, coordination structures, and the mandates of donors, UN agencies, and other NGOs
  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently
  • Ability to work well with a cross-cultural team
  • Strong communication skills, both oral and written
  • Ability to read, write, analyze and interpret technical information in the English language.
  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others
  • Regular field work in remote locations
