The position will start with a 6-month posting in Humla before being transferred to Kathmandu on permanent basis, with frequent visit in Karnali (Humla, Mugu, Kalikot, Jumla mainly)

Responsible to

The GESIC reports to Mission East Country Director on managerial aspects and to Gender and Disability Inclusion Expert for technical input.

Overall Responsibility

The GESIC is Mission East focal staff for devising and implementing ME inclusion strategy in Nepal and its implementation and monitoring in Karnali region. He/she must ensure that the entire ME program portfolio implemented by ME and its partners is inclusive to the most vulnerable groups, i.e. minorities, discriminated castes, women, elderly people, people with disabilities, people living with HIV and AIDS. The GESIC will actively contribute to promote and share ME inclusion approach among national stakeholders, CSO, government and donors and learn from them to improve our inclusion approach. Additionally, the GESIC will supervise our partners while implementing specific projects with a focus on disability inclusion and women empowerment in Karnali both in terms of financial and quality control supervision. In 2015, GESIC will be supervising 2 different projects in Humla and Mugu district implemented by 4 different partners.

Program development, coordination and networking

The GESIC keeps Mission East connected to other organisations working with a strong focus on disability, gender and social inclusion in Nepal and contributes to the upgrading and improvement of our inclusion approach in Karnali by ensuring regular monitoring, supervision and analysis of inclusion surveys and review of other stakeholders’ initiatives towards inclusion development.

In particular, the GESIC will:

  • Participate in the AIN Disability Working Group meeting and represent ME;
  • Collaborate closely with ME strategic partners to promote inclusive development in Nepal;
  • Review the current inclusion strategy of ME across our portfolio of projects and propose improvement in line with government policies and international agreements and convention such as UNCRPD, CEDAW, etc...
  • Participate in project design and ensure that ME inclusive approach is embedded in each and every project designed by ME in Nepal;
  • Closely coordinate and exchange with other ME coordinators to ensure inclusion is a cross-cutting thematic of all our domain of expertise and programs such as DRR, livelihood, CSO empowerment
Project management

In 2015, GESIC will supervise the implementation of 2 projects on women empowerment funded by Danish (CISU05) and Swedish (LKM01) donors. He/she will closely coordinate with the DRR Coordinator for the supervision of one gender inclusive DRR and CCA project (DMCDD 05).

In particular for the 2 projects, the GESIC will:

  • Ensure partners conduct quality inception phase, production of DIP, action plan, budget forecast and monitoring plan
  • Ensure adequate partner project staff orientation on inclusion and conduct ad-hoc training if necessary
  • Participate in review of M&E project guideline and conduct field monitoring in collaboration with partner Project Manager
  • Centralise and quality control of quarterly project reports from partners
  • Produce monthly individual report to ME Country Director based on Yearly Individual Plan of Action
  • Coordinate closely with M&E, program support and finance coordinators and managers of ME to ensure quality control of partners’ deliverables and accountability.
  • Assess project risk and report to ME Senior Management Team.

 Partner coaching and capacity building

The GESIC is in charge to assess institutional capacity of partners to engage into inclusive development and perform (or follow up existing) inclusion gap analysis to lead partners towards inclusive development approaches. The GESIC conducts ad-hoc partners staff training on inclusive development and support them to elaborate action plan towards full inclusion.

In particular, the GESIC will:

  • Coach WWS project managers to produce quality technical expertise in gender and disability inclusion as part of their new development strategy;
  • Coach KIRDARC senior management team on disability inclusion capacity building and revise their gender inclusive approach and achievement;
  • Collaborate with ICCO, ME strategic partner in Nepal, to follow up on the capacity of its partners on disability inclusive development
  • Review and update on a regular basis ME guideline and training package on inclusive development and share it with our partners
  • Perform regular field visits to target area to assess how partners are moving toward inclusive development

 Security

  • Participate in security planning management for field activities
  • Respect security rules set up by Mission East and ensure respect of Security Code of Conduct by all staff, especially related to gender aspects

Selection Requirements

 

  • At least 7 years experience related to the management of inclusive projects with focus on gender, social and disability inclusion. Good knowledge of donors’ rules such as DANIDA, EC and ECHO.
  • Education should at least be to degree level in social sciences related discipline. Strong knowledge of international and national policy framework and convention on the rights of marginalized people
  • At least 4 years of experience (including experience in a prior role with similar responsibilities to this position) in a National/International NGO.
  • Excellent strategic planning skills, leadership and networking skills. Capacity to devise and implement adult training.
  • Willingness and motivation to work in most remote and impoverish districts of Nepal, including monitoring activities involving long days of walking in tough environment.
