Finance Manager/ Capacity Building Officer

FHI 360, an international NGO, is recruiting highly qualified and dynamic Nepali citizen for the USAID-funded five year Civil Society: Mutual Accountability Project (CS:MAP) in Nepal for the following positions to join its’ team: 

Finance Manager- Based in Kathmandu 

The Finance Manager is responsible for managing the Accounts section providing advice on financial operations, monitoring financial accountability and ensuring accounting system in accordance with FHI 360 and cooperative agreement financial control policies and procedures. 

KEY RESPONSIBILITIES:

  • Ensure timely processing of IA financial reports and reimbursement to FHI 360 IAs.  
  • Oversee the proper functioning of FHI 360 GFAS accounting system; prepare pipeline analysis and report to provide information for management decisions.
  • Assist FHI 360 management in preparation of country office budgets and budget proposals. 
  • Review vouchers/invoices submitted to FHI 360/Nepal and verify that items claimed are in accordance with an agreement and actually delivered or performed.
  • Ensure petty cash management.
  • Oversee the timely reimbursement for consultants and other payments.
  • Ensure submission of accurate and timely monthly finance reports to headquarters. 
  • Ensure adequate Country Office cash flow and maintain regular communications with FHI 360 finance support.
  • Oversee the VAT and Tax (TDS) calculation and ensure timely deposit of tax deductions to concerned office in accordance with policy and Nepali tax laws.
  • Assist in the conduct of FHI 360 internal and external audits.
  • Contribute to the development of Country Office (CO) annual work plans and program designs. 

MINIMUM REQUIREMENTS:

  • Master’s degree in Accounting or Business Management with minimum five years of work experience or Bachelor’s degree in Accounting or Business Management with minimum seven years of experience. 
  • Strong knowledge and experience with office accounting systems and USAID financial and accounting procedures.
  • Proactive and independent approach to work with willingness to undertake additional responsibilities. 
  • Ability to perform multiple tasks and work under pressure.

Capacity Building Officer – Based in Nepalgunj 

The Capacity Building Officer is responsible for supporting the design, management and implementation of capacity building initiatives for intermediary service organizations (ISOs), civil society organizations (CSOs) and media outlets in the project target districts, including developing curricula, organizing and coordinating training events, workshops, and providing technical assistance. The Capacity Building Officer contributes to the development of an overall capacity-building strategy for strengthening ISOs, CSOs and media organizations. 

KEY RESPONSIBILITIES:

  • Assist the design and implementation of organizational capacity and needs assessments for CSOs, media organizations and ISOs.
  • Under the supervision of the Capacity Building Manager, contribute to the development of an overall capacity-building strategy that will sustainably build the capacity of and strengthen ISOs, CSOs and media organizations.
  • Support the design and implementation of participatory curricula, interactive training interventions, and individualized technical assistance for CSOs and other core partners.
  • Support the delivery of individualized technical assistance to CSOs and other beneficiaries in the areas of organizational management and governance, financial management, advocacy and outreach, policy development, oversight and other areas as required.
  • Assist the Capacity Building Manager in developing materials and designing capacity building interventions to train and mentor other facilitators (training of trainers) at the community and national levels.
  • Assist with GESI audits for beneficiary organizations and support efforts in mainstreaming GESI throughout their organizational practices.
  • Throughout the program’s life, assist with monitoring and reporting on the organizations’ progress on achieving organizational capacity development benchmarks, identifying potential weaknesses and making necessary adjustments to close gaps.
  • Contributing to draft program work plans, reports and other documentation as needed, such as training and resource materials, presentations and budget proposals.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree or its international equivalent in international affairs, international development, public administration or a related field.
  • Minimum of five years of experience providing capacity-building support through training, consultations and other mechanisms to CSOs with varying levels of organizational capacity. 
  • Experience providing capacity strengthening around policy advocacy, research and publication, coalition building and media engagement preferred.
  • Demonstrated experience in civil society, governance, organizational capacity building, advocacy, rule of law, or other related democracy and governance sectors.
  • Minimum two years substantive training experience, including the design, facilitation and delivery of participatory trainings and training-of-trainer workshops for adult learners.
  • Minimum two years relevant experience with capacity strengthening activities or an equivalent combination of education and experience.
  • Experience working in/with Nepali CSOs preferred.
  • Familiarity with USAID programming, rules and regulations.
  • Proven interpersonal and communication skills and the ability to work with diverse and multidisciplinary teams.
  • Knowledge of other local languages is preferred.
