Finance/HR Officer – Job Description

QUALIFICATIONS:

Education: Minimum Bachelor’s Degree in commerce stream, preferably Finance.

Experience:

  • 5+ years’ experience working as a Finance officer.
  • Preferable candidate would be who has experience in Human Resource Management.
  • Preferable candidate would be who has worked in international subsidiary or corporate office.
  • Must have detailed knowledge of prevailing Tax and VAT Laws, Nepal Accounting Standards, Nepal Standards on Auditing etc.
  • Good communication skill to work with US counterparts and to work with Nepal Government Departments.

Roles and Responsibilities:

Manage Finance Department/Function:

  • Plan, implement and evaluate the organization's fiscal function and performance in accordance with guidelines, legal requirements and accepted accounting standards.
  • Be an advisor from the financial perspective to management. 
  • Ensure filings are completed in a timely manner with no legal hassles in the future. 
  • Maintain cash threshold to meet operating needs.
  • Provide Tax information to employees on their TDS.
  • Handling of bank and deposit relationships. 
  • Timely update of fixed assets register.

Tax Payments and work with Nepal Government - Industry, Tax and Revenue Departments:

  • Work with Inland Revenue Department/Department of Industry.
  • Filing timely VAT returns and refund, tax filing (annual returns), tax payment, tax clearance, tax projections.
  • Update company’s financial and others documents.
  • Oversee the internal/external audit.
  • Prepare, analyze, and interpret financial reports, statements and records (e.g., balance sheets, profit and loss statements, amortization and depreciation schedules, etc.
  • Present monthly and year to date financials. 

Reporting to Head Office:

  • To prepare the regular monthly reports for US office as per their requirements.
  • Develop and oversee to ensure that finance and operations controls and policies and procedures to meet parent company compliance.
  • Develop budget estimates as per parent company’s policy. 
  • Manage Accounts and Reporting:
  • Managing overall financial functions and system of the company including account receivable, accounts payable, invoicing, payroll and financial reports.
  • Perform accounting records and supporting documentation for all financial transactions in a safe and secure condition under the custody of the organization.

Payroll, Reimbursement and Payment:

  • Manage payroll function ensuring efficient systems, process and controls.
  • Ensure the payments to parties are made within reasonable timeline. Assist employees to get e- services for TDS, Bank, CIT, and PF and help them to get tax clearance certificates from Taxpayer’s Service Office.
  • Timely payroll, expenses/medical reimbursement processing. 
  • Maintain day to day petty cash expense.

HR Policy, Employee Relationship and Personal Records

  • Organize and maintain personnel records.
  • Develop and implement personnel rules and regulations.
  • Interpret and communicate organization policies.
  • Oversee benefit design and management.
  • Maintain compliance updates, employee handbooks and company policies.
  • Establish collaborative relationships with various functions of the company.
  • Manage employee relations issues.
  • Coordinate with HR in parent company for policies and collaborations.
