RTI International is seeking “Finance Assistant”candidates for the USAID-Health for Life (H4L) Project.  Health for Life (H4L) is a five-year (2012-2017) project financed by USAID and working primarily in coordination with the Government of Nepal’s Ministry of Health and Population (MOHP). As a result, H4L has a significant national presence to support the testing and roll-out of national-level policies, guidelines and programs. In addition to the national focus, the Project covers 12 districts in the Mid-Western Development Region; 3 in the Western; one each in the Eastern, Central and Far-Western Regions; and in 10 (Dolakha, Dhading, Gorkha, Kavre, Makwanpur, Nuwakot, Ramechhap, Rasuwa, Sindhuli and Sindhupalchowk) most earthquake affected districts to strengthen district and village health systems and help identify and implement best practices. H4L collaborates with a wide range of stakeholders, including academic and research institutions, training centers, media partners and civil society.

The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services.  H4L activities directly address key health system constraints in the following areas: local health systems governance, data for decision making and evidence-based policy development, human resources management, quality improvement systems, and knowledge and behavior change. This vacancy is based in Regional Office, Nepalgunj, Nepal. 

Responsibilities

  • Review the advance settlement and payments documents to ensure that the documents are in compliance with RTI rules and regulation and forward to Finance Specialist for Payment
  • Take the custody of check books and other financial document and keep it in a secured place.
  • Write check books for payment to staff and vendors 
  • Review the travel expenses report of H4L staff and Government staff and forward to Finance Specialist for entry into the QB.
  • Perform all the roles and responsibilities of Finance Specialist in his absence.
  • Collect the Bank statement timely from the bank, transfer the advance amount to staff in their respective districts in a timely manner.
  • Perform monthly reconciliation of VAT and submit the original invoice to Kathmandu office for VAT refund.
  • Assist Finance Specialist in preparing the monthly report to Home Office.
  • Ensure that all the payments documents are defaced with the PAID stamp and the receipts from the vendors are attached with the documents.  
  • Assist district program advance in the disbursement of DSA and other payments to the participants and vendors.
  • Provide support to Office Manager and Office Assistant in the Administrative/Operational functions.
  • Conducts other general accounting duties, as assigned by supervisor.

Qualifications, experience and skills 

  • Bachelor with 1 year of experience in the management of financial systems and budgets, financial reporting, auditing, and/or taxation for a USAID-funded project.
  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting and ensuring compliance of internal control systems.
  • Knowledge of accepted accounting practices and principles.
  • Significant experience using Quick books highly desirable.
  • Advanced working knowledge of Excel and strong database skills.
  • Strong financial acumen and analytical ability.
  • Detail oriented, organized and able to meet tight deadlines. 
  • Must possess a high degree of integrity and confidentiality and ability to work in a team setting.
  • Must possess excellent oral and written communication skills and fluency in English and Nepali.
  • Local resident from Nepalgunj would be preferred
