Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

We are urgently looking for dynamic team players in the following positions for our programme.

 Finance Assistant

Level: E1

Duration: Fixed term contract until March 2017

Location: Dhading 

OXFAM PURPOSE: To work with others to find lasting solutions to overcome poverty, distressand suffering. To work with others to find lasting solutions to poverty and suffering.

JOB PURPOSE:  To process and record all financial transactions in Oxfam accounting software PeopleSoft support, assist in providing/maintaining efficient and effective financial services to Oxfam's programme in Nepal.

REPORTING LINES: Finance Officer(Transaction), Oxfam GB Nepal

STAFF REPORTING: None

BUDGET RESPONSIBILITY: None

DIMENSIONS:

  • Handling day-to-day financial payments and transaction processing,
  • Interprets financial information,
  • Influences managers to work differently / adopt procedures,
  • The role requires the ability to analyse and communicate complex financial information at a simpler level to non-finance staff,
  • Manage own time to achieve departmental objectives,
  • Manages resources for defined areas of responsibility. 
  • Resolves day to day problems

KEY RESPONSIBILITIES: 

  • Prepare payment and receipt for cash transaction for day-to-day transactions for the programme office, in line with Nepal’s legal and Oxfam’s minimum accounting standard requirements.
  • Support in preparing offline upload financial transactions for PeopleSoft
  • Ensure all bills and invoices are cancelled by “PAID” stamp.
  • Maintain adequate level of local currency cash at office.
  • Provide day-to-day support to the Finance/ Programme Team as/if required.
  • Maintain cash and bankbook as per procedure.
  • Maintain the Finance files and keep them up-to-date.
  • Provide support to programme team on finance as necessary.
  • Participate effectively in team meetings and activities.
  • To ensure that a complete and accurate record of all petty cash transactions is maintained at all times, that petty cash expenditure are fully monitored and reconciled, and that requests for replenishment are made in a timely manner or as and when required 
  • To submit to Finance Co-ordinator the  monthly cashbook , in a timely manner and as per agreed deadlines, for review, sign off 
  • To ensure that cash is counted, reconciled with cashbook balance, recorded on the cash count form, and dually signed and authorized on daily basis. 

SKILLS AND COMPETENCE: 

  • Bachelors in Management, specialising in financial management preferable,
  • At least 3 years relevant experiences in providing the full range of financial services to an international organization/or NGO,
  • Proven knowledge of computerized systems and demonstrable experience of working with computerized accounting packages and spreadsheets; high degree of computer literacy and work processing skills essential, 
  • Responsible, Reliable, consistent and accuracy at speed
  • Ability to prioritise own workload, can follow instructions under limited supervision
  • Sound knowledge of related local laws and statutory requirements.
  • Sensitivity to cultural differences, and the ability to work in a wide variety
  • Sensitivity to gender and diversity issues in work practices.
