Finance and Procurement Officer – Nepal

DCA- Nepal Office is looking for a well-qualified person to be responsible for taking the lead for our finance and procurement activitiesin Nepal. 

This position is to support DCA and ECHO emergency response team for the Nepal Mega Earthquake. The position will be under the direct supervision of the Head of Finance. The FPO will be based in Kathmandu but will frequently visit the field and provide technical support to partners and Humanitarian Response team.  

This position will also be responsible for ensuring the implementation of the country team mandate which includes adherence to all legal compliances with various government authorities, office management and safety/ security of staff of the DCA country office in Nepal. 

Applicants for the job should have a Bachelor degree in Accounting or Business Studies and a minimum 5 years’ experience in Finance. Applicants must have a knowledge of computerized accounting software, preferably Tally and should have a prior working experience with INGOs.Knowledge of ECHO reporting requirements will be taken as an advantage

DCA works in the development sector. All staff therefore must have personal commitment and practice of social equity and equal rights. This position requires strong analytical, facilitation, communication and writing skills as well as fluency in written English.  The Regional Team needs a person with excellent interpersonal communication skills and a good sense of humor. Willingness and ability to travel extensively across the region and be flexible is essential. 

The position will be based in Kathmandu, Nepal and shall be paid under local national terms and conditions in accordance with existing salary scales and benefits.

Job title: Finance and Procurement Officer

Purpose of the job (brief): This position is created to support DCA and ECHO emergency response team for the Nepal Mega Earthquake. DEFINITIONS:

Overall responsibility (OR): Responsible for the overall financial management and reporting of the project in consultation with the Head of Finance and Consortium Manager. 

Main responsibility (MR): Provide technical support to the partners and assist program team in budget management, development and monitoring in consultation with Head of Finance. 

Joint responsibility (JR): timely submission of Financial and Audit report of the partners, review partner’s payment documents, ensure the DCA, and ECHO compliances. 

Main Tasks: Support to Partners for good Financial Management 

SHORT DESCRIPTION:

  • Coordinate with all partners for review of their financial reports, payment documents and provide overall financial oversight. (this includes integrating reports, providing financial advice based on DCA rules to partners).
  • Ensure that Partner’s submit their financial report on monthly basis 
  • Review all the reports submitted by the partners and provide regular feedback to improve the reporting system
  • Review the payment documents and share the finding with Head of Finance and RR
  • Timely completion of Audit of Emergency fund provided to partners.
  • Prepare the financial need of the partners and share with Head of Finance
  • Monitor cash flow, prepare cash flow forecasts (consolidate with partners) 

Main Tasks: Financial Management

SHORT DESCRIPTION:

  • In coordination with project staff and partners prepare and regularly update the spending plan of the partners. 
  • Assist Consortium Manager with the supervision of contractual obligation, the monitoring of the contract expenditure and financial reporting.  
  • Work with the project team to ensure that all donor related information is disseminated to project, finance and logistics staff as well as partners to enable them to abide by donor rules and regulations 
  • Assist Finance and Procurement officer in reviewing the documents, payment to vendors/staff and recording the transaction into the Tally system. 
  • Ensure the set policies and procedures for Emergency Response is followed by all district and partner staff in terms of handling procurement and advances. 
  • Any other work as assigned by Supervisor

Main Tasks: Coordinate with procurement and logistic team to ensure timely delivery of the goods and services maintaining compliances as required 

SHORT DESCRIPTION:

  • Ensure that partners prepare the procurement plan as per the budget and have endorsement from the Prolog team.
  • Review the procurement plan to ensure that the plan is consistent with the budget
  • Coordinate with the partners and DCA team, for the procurement process including BOQ for the timely delivery of the materials at site.

PROFESSIONAL SKILLS AND QUALIFICATIONS NEEDED IN THE POSITION:

  • Bachelor degree in Accounting or Business Studies. 
  • Minimum 5 years’ experience in Finance.  
  • Knowledge of computerized accounting software preferably Tally
  • Prior working experience with INGOs. 
  • Good communication skills: 
  • ability to build good working relationship with project team and partners at a range of levels and in different locations
  • Knowledge of ECHO reporting requirements an advantage
  • Professional skills 
  • Strong financial analytical skills.

  • Excellent capacity building skills for local NGOs/partners
