Position Title: Finance and Human Resource Manager

LOCATION / DEPARTMENT: Kathmandu, Nepal

LENGTH OF CONTRACT: One year (renewable) 

RESPONSIBLE TO: Mission East Country Representative

RESPONSIBLE FOR: Finance Officers,  Assistant and HR Officer

OVERALL RESPONSIBILITY:  Finance and HR (human resource) Manager is responsible for overseeing all aspects of financial management and control of Mission East Nepal, including accounting, internal controls, donor compliance, cash flow management, production of financial reports to organization headquarter and donors. S/he has to supervise finance management of our implementing partners and has to play key role for budget development for new project and involve in budget analysis of existing project, provides administrative and financial oversight of the project management, budgetary monitoring & forecasting.  Next primary role of Finance and HR Manager is to ensure compliance to internal organization system/ policies and local laws with Nepalese legal requirements. 

In addition, s/he is responsible for management of HR system in the organization;   updating, implementing HR, policy, systems and procedures in the organization.  The person is responsible to manage recruitment, redundancy, separation, employee benefits. Finance and HR manager is responsible for keeping compliances of HR policy in line with country labour law.    

KEY TASKS AND RESPONSIBILITIES

Financial and Administrative Management

  • Ensure payments, transfers, salary, tax and Provident Fund payments. 
  • Responsible for the quality of the bookkeeping and liaise with HQ on financial matters, especially reporting.
  • Make sure the data in the accounting system are maintained in accordance with organizational policies and procedures, donor requirements and accounting standards.
  • Manage annual audit in compliance with Nepalese legal requirements and Project Audit, Internal Audit and Expense verification of Partners organization as donor requirement.  
  • Participate in the production of monthly, interim and final financial reports for each project for donors, as per internal rules and funding requirement.
  • In charge of the finance support to Mission East’s partners: building their financial capacity, checking their report in line with the Memorandum of Understanding requirements.
  • Manage fund request and transfers according to the cash flow forecasts, check Mission East’s partners fund requirements and eligibility and ensuring receipt of confirmation in compliance with audit standards.
  • Responsible for projects imprest accounts and administrative asset inventories are accurately maintained.
  • Monitor the administrative support systems and ensure appropriate administrative systems and procedures are in place and help staff to use them effectively.
  • Update and implement existing administrative and financial systems 
  • Ensure effective logistic, transparent procurement processes with best value for money for good practice within the organization.
  • Lead Mission East System and coordinates within operation team   by scheduling work assignments, setting priorities, and directing the work of subordinate employees.

Technical financial management Support to the Partners;  

  • Act as the first source of advice on financial matters within the Mission East; provide guidance on accounting principles and provide technical financial support to partners to ensure compliance and procedures requirements on financial reporting. 
  • Ensuring budget forecast accuracy and follows up on a monthly basis for each project focal person.
  • Conduct Quarterly review of budget and expenditures, coordination with the Project focal Person.
  • Provide management oversight for ME Nepal office project staff.
  • Support to the Program team in terms of financial monitoring, budgeting and financial capacity building of partner organizations.
  • Support Ensure Country Representative the Mission East meets its obligations under the Project Agreements with the Government of Nepal.
  • Support the implementation of the CHS certification process in Mission East Nepal.

Human Resource Management

  • Responsible for the implementation and execution of all Human Resource Policy and procedures for Mission East Nepal.
  • Responsible for applying Mission East Human Resources policy in line with the Labour Law of the Country and process of staff professional career development.
  • Responsible to prepare official, employment and Consultant Contracts, terms & conditions.
  • Initiate and overseeing recruitment; interviewing and completion of selection process, induction to new staff and applying redundancy procedure if require and its management.  
  • Human Resource Quarterly Status Reporting to HQ.
  • Take staff grievances and disciplinary actions in confidence and help resolving them to the Country Representative.
  • Liaise with the Human Resources department of HQ for all HR reporting and challenges.
  • Manage HR matters with integrity and confidentiality and uphold code of conduct of the organization.  

SELECTION CRITERIA

Desired profile:

  • The ideal candidate will have a solid background in NGO/INGO accounting and finance management.  S/he will have a proven record of staff capacity building and staff management (in supervision, delegation, and training).  S/he will demonstrate attention to detail, be completely trustworthy, and act in an appropriate professional manner at all times.

Qualifications required:

Post graduate/masters degree preferably in Accounting/Finance plus knowledge and experiences on HR management 

  • Professional accounting/finance qualification from internationally recognised accounting body.

Experience required:

  • At least 5 years of progressive experience in accounting and finance, and HR management in international NGO working in a relief/development setting. 
  • Running NGO field accounting systems
  • Policing adherence to Finance policies
  • Preparation of budgets & financial reports for international donors, with strong European Donor experience.
  • Developing financial skills and capacity building of local finance and non-finance staff. 
  • Planning and allocating costs between different projects.

Necessary skills competencies

  • Good knowledge of accounting management software, systems and practices, knowledge of Quickbooks is an asset.
  • Strong computer skills (Excel, Word, Access etc).
  • Strong analytical skills.
  • Strong staff management skills and a team player.
  • Good distance communication skills.
  • Excellent fluent English (written and spoken). 
  • Sympathy with Mission East’s organisational values.
