Mercy Corps is an international, non-governmental humanitarian relief and development agency that exists to alleviate suffering, poverty and oppression by helping people build secure, productive, and just communities across the globe. Mercy Corps works in 41 countries, and has been present in Nepal since 2005. Mercy Corps Nepal works to build the absorptive, adaptive and transformative potential of vulnerable individuals and communities across Nepal. The goal is attained through a systems based approach to market development, financial services, disaster risk reduction, climate change adaptation and youth engagement, with the inclusion of women and disadvantaged groups as important cross-cutting themes throughout each intervention area. Mercy Corps Nepal invites applications from experienced and qualified Consultants (Firms/ Individuals) for the proposal of Designing Institutional and Legal Framework for a Private Welfare Fund under Mercy Corps Recovery Theme. This fund will serve as a safety net by providing financial services through the establishment of a welfare fund to the earthquake affected victims in Kathmandu.  The overall purpose of this consultancy is to draft the bylaws, guidelines and saving and credit policies for establishing and managing a member responsive Welfare Fund that will offer by this fund in the project target area.

MINIMUM REQUIREMENTS

  • Minimum 5 years working experience in cooperative, bank, MFI, and/or welfare fund management. 
  • Proven experience in developing and delivering formal and informal financial service model. 
  • Sound knowledge on financial regulatory/compliance requirements. 
  • Proven record in developing and designing savings/credit schemes. 
  • Master’s degree in Management, Economics or Law.  
  • Fluent in English and Nepali language. 
  • Strong communication skills in Nepali and English. 

APPLICATION PROCESS 

  • Expression of interest (EOI) outlining how the consultant(s) will meet the above criteria and their understanding of Scope of Work (SOW) and methodology 
  • A proposed activities schedule/work plan with time frame along with financial proposal including consultant(s) itemized fees / per day rate, and maximum time required to complete the assignment. MC will provide the actual travel and logistical support during the field work. 
  • Copy of CV of consultant(s) who will undertake the service
  • Copies of registration certificate, VAT/PAN registration and tax clearance certificate
