Terre des hommes (Tdh) is a child focused Swiss International NGO that has been working in Nepal for thelast 30 years. We are seeking a qualified and dynamic Emergency Programme Specialist to join our team in Nepal.
Duration of the contract: One Year
Position: Emergency Programme Specialist
Place: Based in Kathmandu with regular visits and deployment to the field
Reporting to: Country Representative
ROLE AND RESPONSIBILITIES IN GENERAL:
- Under the direct supervision and guidance of Country Representative and close coordination with Programmes Director and Emergency Programme Coordinator Emergency Programme Specialist is responsible to provide support and lead to design, ensure quality in implementation, monitoring and supervision of project. S/he is responsible for the implementation of the strategy and the development and managerial coordination of the project teams.
- Key tasks:
- Lead to develop and define implementation strategy of the emergency project including but not limited to Health, Protection, WASH, Health infrastructure and School rehabilitation sector.Offer strategic and technical support and advice to the teams in his/her sector.
- Manage the emergency team in terms of project implementation, capacity development and ensure the team functions smoothly to ensure objectives are timely met.
- In cooperation with thematic advisors at the headquarters/regional level and national programme team drive and to contribute to research in the field and to explore the partnership avenues/methods for its implementation in the area
- Support the development of Tdh’s Strategic Plan with a focus on strategic programme sectors and capacity building for future emergency response.
- Support Programme Coordinator to manage team for better result of project
- Identify needs and explore at a national level the possibilities of collaborating with other organizations working in recovery for Tdh team training or indeed of offering training support on behalf of Tdh to these organizations
- Participate in drawing up project budgets in compliance with current standards
- Represent Tdh before other international organizations: to participate in inter-NGO coordination meetings and UN agency meetings, stakeholder meeting and in any other intergovernmental institution meetings being held in the country and recommend possible collaborations.
- Adhere to and to enforce the delegation's and Foundation's current administrative and logistical regulations and procedures
- Produce publications in coordination with programme team and communication department
- Contribute to the SITREPs in coordination with the project leaders and to have them validated by the Head of Delegation and share them with his/her technical lead at the headquarters
- Plan and to draw up project proposals in consultation with the thematic advisors and national programme team
- Conduct regular field visits for supervision and assessments of the project's progress
QUALIFICATION AND EXPERIENCE:
- Minimum of Master’s degree from recognized university
- At least 5 years of professional experience in humanitarian organization including emergency in the similar position
- Experience of programme design, monitoring, evaluation, coordination with stakeholders and dealing with government and donor communities
OTHER SKILLS REQUIRED:
- Computer skills
- Language : English, and Nepalese ( French would be an asset )
- Leadership , organization, negotiation and delegation skills
- Flexibility and well developed communication skills
- Work skills in difficult environments , adaptability, open spirit and diplomacy
SALARY AND BENEFITS: Minimum monthly basic salary NPR 82,000(based on qualification and experience the basic salary will be up from the minimum)plus Provident Fund, Dashain Bonus, Children and Communication allowances will be provided as per Tdh Nepal Staff Regulations.
