Chemonics International, an implementing partner of the United States Agency for International Development (USAID), seeks candidates for the Electronic Logistics Management Information Systems (eLMIS) Specialist positions for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project in Nepal. GHSC-PSM will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve Nepal’s management of the supply chain, and collaborate with key international and local stakeholders to support U.S. government-funded public health initiatives in Nepal.

In collaboration with USAID and the Logistics Management Division of the Department of Health Services, PSM is working to build upon existing LMIS systems to allow for cellular data-based commodity reporting at the health-post level. The eLMIS Specialists will oversee and support the implementation of the web-based electronic LMIS (eLMIS) platform by developing and implementing system strengthening strategies in coordination with project management, the MOH, and the Logistics Management Division (LMD) of the Department of Health Services, strengthening system documentation and analysis, and evaluating options for the system. RESPONSIBILITIES INCLUDE:

  • Review existing health commodity supply and distribution systems and eLMIS software in Nepal
  • Develop technical specifications for eLMIS system improvements with specific focused on technology fit with operational environment, scalability, user appropriateness, reporting, security, performance, regulatory compliance, training functions, operational costs, and other areas.
  • Assist in the development of an RFQ for the technology solution, off-the-shelf or custom and support the design and implementation of the selection process to include proof of concept and other benchmarks.
  • Actively support communications and relationship management with the software supplier, relevant GON entities (LMD, MOH), and USAID. Develop messaging and positioning, demonstrations, presentations and other information disseminating tools in support of eLMIS solution.
  • Support the development of an eLMIS implementation plan in partnership with the LMD and MOH. Additionally, in cooperation with LMD, manage the design, development and implementation of health logistics systems.
  • Conduct capacity strengthening sessions to share eLMIS, and data for decision making global and regional best practices and lessons learned.
  • Support analysis eLMIS data periodically and present findings and recommendations to LMD and MOH.
  • Liaise with hosting provide to ensure that eLMIS system available 24/7, backup procedures, data integrity and network security etc.
  • Provide technical support in the implementation of system strengthening pilots.
  • Manage development and implementation of health system training plans, develop troubleshooting guides and job aids as needed.
  • Manage development of technical manuals, guidelines and standard operating procedures, lessons learned and other project directed documentation for health system strengthening.
  • Ability to multi-task and prioritize tasks

QUALIFICATIONS:

  • Required minimum five years experience managing MIS program and or MIS installations or transitions. Skilled in leading and managing IT teams.
  • Ability to work with cooperating partners and vendors in implementing complex programs.
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills.
  • Demonstrated leadership, versatility, and integrity.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing.
  • Relevant information technology certifications, as well as, project management.
  • Bachelor’s degree in an information technology or relevant field required; Master’s degree preferred.
  • Fluency in written and spoken Nepali and English required.
