Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

We are looking for dynamic team player in the following positions for our programme. 

EFSVL (Emergency Food Security and Vulnerable Livelihoods) Officer 

Level: D1

Duration: Fixed term contract until March 2017

Location: Nuwakot 

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

 

 

JOB PURPOSE: Support the implementation of Oxfam Food Security and Early Livelihoods Recovery, including long term rehabilitation activities, in earthquake-affected areas of Nepal.

 

REPORTING LINES: 

Post holder reports to:  EFSVL Team Lead in field base.

Managing Staff: N/A

 

KEY RESPONSIBILITIES: 

•Responsible for developing, implementing and monitoring of EFSVL response and early recovery program. Specially related to Cash Transfer Program (CTP) and livelihood recovery in close coordination with partners, beneficiaries, local authorities and relevant stakeholder.

•Responsible for supporting partner for developing, implementing and monitoring of related Cash Transfer Programme (CTP) and livelihood recovery activities.

•Work closely with partners and finance team to ensure all cash transfer works are done timely and according to the procedures.

•Support in technical designing of agriculture/livestock related activities. Identify the potential agriculture and livestock commodity for different agro climatic zone and plan for promotion of these commodities in close coordination with DADO, DLSO and District agriculture coordination committee.

•Regular tracking of program activities and budget delivery of the partners matching in both narrative and financial reporting from the partners and providing support to partners for enhancing capacity on developing proposal and reports.

•Support to line manager for preparing regular programme reports through updating and tracing the regular reports (both narrative and financial) as well as supporting to develop donor proposal and reports

•To coordinate beneficiaries’ selection, registration and compile the final beneficiary lists to be used as basis for programme work.

•Coordinate and supervise the project implementation plan with providing technical inputs and supports which includes various types of CTP (voucher distribution, Cash for Work and livelihood support) for the smooth functioning of earthquake response and recovery programme.

•Monitor and report on output indicators of all aspect of project work and also agree on strategy within the program for monitoring.

•In collaboration with the project team, partners and beneficiaries, conduct regular monitoring to measure progress, outcome and the impact to the affected people.

•Ensure that all the program activities under EFSVL are in line with Oxfam’s compliances and facilitate to partners and project team to follow it regularly.

•To maintain documentation of EFSVL activities including partner grant agreement, amendment  in form of hard and soft and also maintaining & updating central tracking system of documents.

•To make arrangements for local level travel including donor’s visit in the targeted program areas.

•To make arrangements of workshops, meetings and seminars, also take minutes and prepare report of the events

•Coordination with local authorities like VDC,  municipalities and DDC as well as line agencies like DADO and DLSO on collection and validation of data, support in distribution and bridging the gap between Oxfam and local authorities as per guidance of the team leader.

•Ensure EFSVL programme activities are well integrated with other components WASH, Shelter and Gender and Protection.

•Any other task delegated by Line Manager.

SKILLS AND COMPETENCE: 

Essential:

Bachelor degree in agriculture, environmental science, social science or broadly relevant field. 

•Minimum 3 years in similar positions/experience (programme support, field-experience)  

•Good communication skills, ability to convey complex information in a straightforward, interesting way (strong English).

•Attention to detail and critical analysis.

•Experience in data entry and database management (Excel) 

•Experience conducting assessments and supporting analysis of results

•Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi ethnic teams, including working with partner organisations 

•Good organizational and communication skills with international and national staff.

•Ability to work under pressure and tight deadlines. 

•Strong oral and written communication skills in both Nepali and English.

•Experience and commitment to promote equity, gender and diversity

 

Desirable:

Previous working experience with international/non-profit organizations.  

Experience in emergency and early recovery programmes.

Mature and professional attitude and approach.
