EDUCATION SYSTEMS ANALYST, NEPAL

RTI's International Education Division is supporting education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, DFID, Australian Aid and other donors and clients.

The International Education Division is currently accepting applications for Education Systems Analyst for an anticipated USAID-funded five-year project to improve early grade reading in Nepal. This is a full-time position with residency in Nepa lcoordinating activities related to information management systems related to early grade reading improvement. S/he will support the analysis of existing databases and software platforms, and work with the embedded technical support unit (TSU) within the MOE to integrate NEGRP-supported applications into existing central and district-level systems.  S/he will support capacity building strategies with the MOE and NEGRP partners for target districts, as well as for additional districts in the later years of the program implementation. S/he will support the development and customization of early grade reading assessments for classroom and home use and will collaborate closely with NEGRP and home office evaluation team to design and implement effective program impact evaluation.  

Primary Responsibilities: 

  • Coordinate activities related to development of reading standards and benchmarks. 
  • Coordinate the design and implementation of studies deemed crucial for improved student learning outcomes, including language mapping,teacher assignment and policies improvement, materials distribution assessment, and time on task. 
  • Engage in policy dialogue with stakeholders regarding teacher mobility and assignments, language of instruction, engagement of parents, and other education policy issues. 
  • Monitor the progress of materials development for all target languages and develop the guidelines for future work in other languages and additional districts.  
  • Lead the development, customization, implementation, and further adjustments to the early grade reading assessment for use at the system and classroom levels, as well as by parents at home.
  • Coordinate the efforts on revisions and improvements of the national assessment of student achievement (NASA). 
  • In collaboration with NEGRP’s monitoring and evaluation team, develop and coordinate the implementation of the program impact evaluation efforts. 
  • Collaborate and provide necessary information, data, and documents to the third party evaluator. 
  • Develop success stories, best practices, and guidelines for all of the program aspects. 
  • Support parents and community actors’ implementation to other districts in Nepal. 

Required Skills and Qualifications:

  • B.A in Public Administration, Evaluation, Business Management or related field; Master’s or higher degree in education or related field desired.
  • 10 years of relevant experience in education management, with familiarity working in education systems in Nepal.
  • Experience in meaningful collaboration with government and ministry counterparts, and local capacity development 
  • Prior experience providing training and capacity building to staff and counterparts in areas of EMIS, knowledge management and administration
  • Professional proficiency and fluency in English and Nepali.
