POSITION ANNOUNCEMENT

CSO Advocacy and Engagement Specialist, Counter Trafficking in Persons, Nepal 

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Government Liaison and Policy Specialist for an anticipated USAID-funded program to Counter Trafficking in Persons in Nepal. The program will seek to strengthen the national and local government efforts to combat TIP, improve CSO advocacy, and increase private sector partnerships to assist survivors and those at-risk.

The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE: CSO Advocacy and Engagement Specialist, Hamro Samman

LOCATION: Kathmandu, Nepal

DEPARTMENT: Civil Society & Education

REPORTS TO: Deputy Chief of Party, Nepal CTIP

POSITION SUMMARY:

The CSO Advocacy and EngagementSpecialistwill be responsible for providing technical and operational leadership to local organizations for a high-quality, results-oriented program focused on reducing trafficking-in-persons (TIP) in Nepal.The Nepal CTIP program’s aim is to strengthen national and local GOV efforts to combat trafficking, improve CSO advocacy and engagement to address TIP, and increase private sector partnerships to service TIP survivors and at-risk populations. Position will be based in Kathmandu, with regular travel to other regions in Nepal. Position is contingent upon continuation of donor funding.

ESSENTIAL RESPONSIBILITIES:

The CSOSpecialist is responsible for building the organizational and technical capacity of CSOs. Working closely with other program staff and partners, s/he will lead the design and implementation of activities that increase the effectiveness of networking among CSOs; and help CSOs identify and improve their organizational development priorities. Specific responsibilities include:

  • Work with other staff and GON representatives to identify key CSOs;
  • Facilitate coordination and networking among CSOs to maximize effective engagement onTIP policies and services;
  • Provide training to CSOs on networking to prevent and respondto TIP issues; 
  • Carry out technical and organizational capacity assessments of CSO partners and support development of capacity building plans for improved engagement on TIP and to address their organizational development priorities
  • Coordinate with CSO partners technical and organizational development training and mentoring.
  • Carry out periodic self-assessments with CSO partners to measure improvements in technical capacity,  performance, and organizational development 
  • Identify and support policy centers, institutions, universities and other NGOs/CSOs to collect and analyze data and prepare reports to support TIP policy and service priorities
  • Contribute to development of CSO capacity and performance assessment tools and indicators for monitoring and evaluation;Contribute to the development of annual workplans, M&E Plan, and program progress reports.
  • Other duties as assigned.

QUALIFICATIONS AND REQURIEMENTS:

  • Education: Bachelor’s level degree or higher required in organization development, social work, international development, development studies, or a relevant social science discipline. 

Work Experience:

  • Applicants must have a minimum of 6 years’ experience working to build organizational capacity of CSOs and NGOs particularly in the areas of strategic planning, monitoring and evaluation, financial management, operations and human resources.  
  • Demonstrated experience in forging collaborative activities, networks and coalitions among CSOs in policy and advocacy – including promoting gender and socially inclusion as priorities for membership and advocacy
  • Experience using facilitative, participatory approaches to organizational development
  • Experience working with varioustypes of organizations including CSOs, CBOs,NGOs, and quasi-governmental organizations operating at national and sub-national levels.
  • Experience designing and implementing organizational capacity and performance assessments 
  • Experience working in Nepal

Skills/ Knowledge:

  • Demonstrated effective training and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills.
  • Understanding ofUSAIDdemocracy and governance projects and approach to CSO engagement and capacity building
  • Fluency in Nepali and English required.
  • Excellent written and oral communication skills.
  • Computer literate in Microsoft Word, Excel and PowerPoint
