One Heart Worldwide (OHW) is an International Non-Governmental Organization that has been working in the area of Maternal and Neonatal Health (MNH) since 2011. OHW works with local communities and local health service providers to develop a culturally appropriate Network of Safety around mothers and infants, by raising awareness, teaching good practices, and distributing essential equipment to ensure that mothers and infants survive delivery and the first months of life.

One Heart World-Wide (OHW) Nepal is an INGO working in the field of Maternal and Child Health. OHW Nepal is seeking to recruit a qualified Nepali Citizen for the given positions.

TERMS OF REFERENCE

POSITION: COUNTRY REPRESENTATIVE (CR) FOR NEPAL

REPORTS TO: Chief Operations Officer (COO) and Chief Executive Officer (CEO)

Purpose of the post: To develop and provide overall leadership and strategic direction to the OHW Nepal Country Office

Scope of the position

The CR will be responsible for developing and coordinating the implementation of OHW’s programs at the community and national level in line with the overall OHW Strategic Plan and in accordance with programmatic guidelines. The CR will identify, network and build alliances with similar organizations at the country level. S/he will provide technical and methodological support to the OHW Country program. S/he will identify like-minded in-country development partners and will promote partnerships that will provide program resources. S/he will ensure the smooth running of the program and its management as well its sustainability. S/he is responsible for overall financial and human resources management of the program. S/he will actively lead in the development of the Nepal country strategy in line with the OHW US strategy. S/he will represent OHW in Nepal; interact with external partners, including government, media and other stakeholders.

Specific Responsibilities:

Leadership  

  • Oversee and lead the strategic development of Nepal program. Shape and guide the organization’s overall strategy.
  • Oversee, facilitate and lead the process of effective planning and implementation of the country strategic plan
  • Work with the COO and the Program Director in the development of current and long-term organizational goals and objectives
  • Work closely with the COO and Program Director to refine and develop services and programs, create written yearly plans for all programs, develop systems to measure the performance of all programs, provide regular supervision of programs to assure their effectiveness and quality, provide periodic reporting on the outcome of all programs.  
  • Represent the OHW Nepal office and be responsible for the management of host country relation and OHW interests in dealing with government, international and local organizations, networks and media for the Nepal program
  • Represent OHW at strategic meetings, conferences and other public events and contribute toward consolidating and raising the profile of OHW
  • Lead in the development of the OHW Nepal program by providing sound methodological and technical support to ensure that appropriate program approaches are maintained.

Partnerships

  • Work with international organizations and the Ministry of Health and Population and other collaborators to facilitate the development of new governmental health policies, negotiate collaboration on programs, negotiate contributions materials and intellectual property to mutual programs 
  • Oversee the establishment of all contracts and MOU with government and partner organizations 
  • Work with external partners to negotiate terms of any external contribution to our programs
  • Seek in-country funding (monetary or in-kind contributions) from bi-lateral and multi-lateral agencies.

Communications and Reporting: 

  • Establish and maintain effective communication systems with internal and external partners (Donor agencies, US main office, SWC, Ministry of Health and Population and other government counterparts, local and international NGOs)
  • Ensures that appropriate reporting to governmental organizations is provided in timely manner
  • Work with external partners to ensure that intellectual property is maintained and that appropriate credit is duly given
  • Timely preparation of programmatic and financial reports for various Government Departments such as SWC and the Department of Health Services
  • Attend official meetings to negotiate with the MOHP, Social Welfare Council, local partners and national and international agencies to develop implementation plans, develop new programs, negotiate contracts and memoranda of understandings etc.
  • Organize workshops and/or seminars to share OHW results among important government, non-government and donor agencies?
  • Represent OHW in external forums including media

Management: 

  • Manage the daily operations of OHW Nepal office 
  • Directly supervise the Program Director and the Administrative Director
  • Work with Program Director and Administrative Director to develop program budgets in a timely manner (including yearly budget due on November 1st to the COO)
  • Allocate and manage staff resources according to changing program needs
  • Ensure the development and review of job descriptions. Ensure that staff positions are appropriately filled
  • Identify staff development needs and ensure capacity building
  • Ensure that staff performance and development reviews are established and undertaken on routine basis 
  • Oversee the development and adaptation of the OHW HR and Financial policies to the context in Nepal ensuring compliance with local and international labour laws/conventions 
  • Oversee the yearly audit process
  • Oversee the financial status and trends of the organization

Considerations: 

  • Work station will be in Kathmandu with field visit as needed
  • The Country Representative is expected to run the team as a team leader using encouragement, respect, positive feedback and setting a good example to maximize the team’s performance. 
  • Communicate on a weekly basis with the CEO and the COO in writing (e-mail and brief written reports) verbally (by skype), and as well as in group skype conference calls.
  • Participation in evening conference calls via Skype on a regular basis and working extended hours as needed.
  • The Country Representative is expected to hold local team accountable for appropriate progress, provide positive feedback for success and encourage modifications of non-appropriate progress.

Minimum Requirements:

  • Masters level in relevant field (development/healthcare)
  • Nepali citizenship
  • Ten years of experience in a relevant leadership/upper management position
  • Ability to handle a large workload, work under pressure, independently and with limited supervision
  • Experience of working in a fast changing environment
  • Work in a multicultural environment
  • Decision making and problem solving skills
