ABOUT SOIR-IM 

The Swedish Organisation for Individual Relief, SOIR-IM, is an INGO working in the fields of health, education and economic empowerment in 12 countries worldwide. Together with India, Nepal constitutes SOIR-IM’s South Asia Region. SOIR-IM has been working in Nepal since 2010 through supporting seven  national NGOs. Our country office currently employs five staff members. Starting from 2015 SOIR-IM’s program in Nepal will be going through an expansion phase. 

POSITION 

The position as Country Director is a full-time two year contract with possibility of extension. A six month probation period will be applied. The position as Country Director is placed under the Regional Director who is based in Dehradun, India. 

Starting date: August 2014 

Salary: negotiable depending on qualifications and experience. 

Location: Kathmandu and Pragatinagar, Nawalparasi. Travel within Nepal and to India will be required. 

RESPONSIBILITIES: 

The Country Director will be responsible for the successful implementation of SOIR-IM’s Nepal program. 

The Director will have the overall responsibility for the operational and strategic planning, country budget and development of work in the country. This includes: 

  • Developing and implementing country strategies in line with SOIR-IM global and regional strategies, policies, guidelines and regulations. Ensuring the relevance of SOIR-IM’s portfolio of partner organisations and the efficient and effective achievements of results. 
  • Developing, implementing, monitoring, evaluating, and reporting country programmes and operational plans by upholding an efficient and result based PME-system. 
  • Managing the country office including division of roles and responsibilities, supervision of staff, capacity development, and work environment. Responsibility includes inspiring and leading staff to work towards common goals and to feel part of SOIR-IM at large. 
  • Ensuring capacity building and organisational development of partner organisations. 
  • Ensuring adequate processes and practices for financial management and internal control. 
  • Ensuring that the operations, systems and routines at the Country Office comply with internal and external requirements, including Nepal’s legal framework. 
  • Contributing to the organisational learning and development of SOIR-IM. 
  • Handling the dialogue and coordination with the Social Welfare Council (SWC) and other government stake-holders.  
  • Networking and coordinating with other donor organisations and development actors in the country, for example through AIN. 

QUALIFICIATIONS:

Required education: 

  • University degree preferably in development studies, social science, political science, international studies, management or a related field. 

Required experience: 

  • Minimum 8 years of relevant professional experience within the development sector. 
  • Documented experience in applying and promoting a rights-based approach to development. 
  • Documented experience in handling the dialogue and coordination with the SWC. 
  • Understanding of and experience from the civil society sector in Nepal, preferably from direct support to civil society organisations. 

Desired experience: 

  • Working experience with an international organisation, preferably an INGO. 
  • Experience from a management position, including management of staff. 
  • Experience of and openness to leading change processes and managing complex contexts. 

Competences needed: 

Development and Operational Effectiveness: 

  • Ability to lead strategic and operational planning, results-based management and reporting. 
  • Demonstrated experience and good skills in project management and PME&R. 
  • Good understanding of and experience with civil society organizations in Nepal. 
  • Solid knowledge in financial and human resource management. 
  • Excellent organizational skills. 

Management and Leadership: 

  • Fair and transparent decision making. 
  • Solid judgement and an excellent analytical and critical thinking ability. 
  • Works with energy and a positive, constructive attitude. 
  • Proven networking, team-building, verbal and written communication, and organisational skills. 
  • Excellent computer skills in the Microsoft Office applications Word, Excel and PowerPoint. 

Personal commitment:

  • Strong commitment to the values and mission of SOIR-IM to fight and expose poverty and exclusion, to democracy, to the respect for human rights, and the equal value and dignity of all human beings. 

Required language qualifications: 

  • Complete fluency in both written and spoken English and Nepali.
