POSITION DESCRIPTION

 

POSITION TITLE: Cost & Pricing Officer

LOCATION: Bangladesh or Nepal

GROUP: Operations

UNIT: Contracts

REPORTS TO: Associate Director, Cost & Pricing

POSITION SUMMARY:

The Cost and Pricing Officer has primary responsibility to review all cost proposal budgets including concepts papers and EOI budgets. Assures that Cost Proposals are fully responsive to the Requests for Proposals and Requests for Application (RFP/RFA); studies RFP/RFAs to identify and advise on issues related to submitting a proposal including financial considerations; communicates with the proposal team after reviewing the subcontractor budgets for the cost proposals, provides a checklist to proposed subcontractors and assures that all have provided correct and necessary information for the cost proposal.

MAJOR RESPONSIBILITIES: 

  • Develop and provide appropriate budget template for Winrock and the partners for the proposal per the RFA/RFP.  
  • Provide justification language for questions related to direct / indirect costs and fees in the budget and the narrative.
  • Develops and maintains budget templates with crosswalks for Winrock’s major funders.
  • Provides periodic training on budget templates and best practices.
  • Provides guidance and support during the BAFO process to the program team
  • Performs math and funder compliance review of cost proposal, BAFO, concept paper and realignment budgets.
  • Assist in completing forms related to financial information required by various donors.
  • Vet all issues outside of standard policies and procedures with Associate Director –Cost and Pricing.
  • Remain current on changes within the industry through resource sites, publications and continuing education. 
  • Project a qualified appearance and cooperative attitude, maintains high ethical standards of integrity and respect confidentiality in representing Winrock International to ensure a professional representation at all times.

QUALIFICATIONS AND  BACKGROUND:

Education: BA/BS Degree desired preferably in business administration, Finance, international development or a similar discipline. With2-4 years of experience or the equivalent combination of education and experience.

Experience: Familiarity with Federal and USAID Acquisition Regulations. Some experience with cost proposal development for USAID and successful cost proposal submissions. Some experience in business development and client relationship management, especially with USAID. 

Skills: Strong analytical and computer skills, especially spreadsheet and financial analysis; strong software skills and advanced knowledge of spreadsheets and word processing; flexibility to assume a workload which frequently necessitates an adjustment of priorities; good interpersonal skills; ability to write clearly and concisely; strong organizational skills coordinating a variety of tasks simultaneously; firm understanding and sense of the importance of paying attention to detail; French and/or Spanish skills preferred; ability to work in a team-oriented environment.
