Developing short video on sanitation in Siraha Distrcict

Terms of Reference

Background

SNV under its Sustainable Sanitation and Hygiene for All (SSH4A) programme is being implemented in 17 districts with support from DFID, DFAT, which includes the terai districts. The programme is being implemented in close coordination with the Department of Water Supply and Sanitation and its sub-national offices.  Siraha district has reached 100% access to sanitation and has recently announced that the district will be declared as Open Defecation Free (ODF) on March 23rd.  It will be the first terai district from the 8 terai districts that had been lagging in sanitation to achieve ODF.

SSH4A programme has been a key contributor to this achievement with its approach of strengthening government capacities for WASH sector steering, strengthening the sanitation supply chains by engagement of the private sector, supporting local NGOs to facilities sanitation demand creation through tools such as Community Led Total Sanitation, and by implementing campaigns for Behaviour Change Communication on hygiene behaviours.

Scope of Work

SNV is seeking a consultant to develop a short video documenting the factors that contributed to ODF achievement.  The specific scope of work will include:

  • Develop a concept overview for the video
  • Visit Siraha to capture video footage of ODF event, situation in villages, and capture interviews with stakeholders at district and community level
  • One film (two copies each in DVD HD format and low resolution format for uploading) in Nepali
  • English sub-titles
  • Time: approximate 10 minutes
  • Upload on youtube

Qualifications

  • Minimum 3 years’ experience in film development
  • Experience in engaging with both communities and government stakeholders is desirable
  • Basic knowledge of sanitation is desirable

Time frame of assignment: March 21 – April 20, 2018

Develop draft movie in Nepali and submit written script for English sub-titles

Review of movie and written script for sub-titles together with SNV and final submission

April 10 – April 20

Submission of final video: 50% payment

Applications

Interested parties should submit an application letter with quotation inclusive of tax and confirmation of availability as per above stated time frame, number of people proposed to be part of filming team in Siraha and their proposed responsibilities/tasks, CV demonstrating experience and ability to perform task, one short-film sample which demonstrates a similar assignment, and VAT/Pan registration certificate.

Note for the quotation: SNV will separately reimburse the travel, lodging, and DSA costs for travel to Siraha as per SNV policy of a reasonably sized film crew.   Please do NOT include travel costs to Siraha in your quotation.
