Rural Education and Environment Development Centre (REED) has been providing financial and technical support to implement the Teacher Training Quality Education (TTQE) project in Solukhumbhu district since 2005. The project includes teacher training, strengthening school governance, literacy improvement in the early years, inclusive education, reducing corporal punishment, supporting child clubs, child rights, environmental education and educational resources with an increasing focus on a whole school approach.

The Education Project in solukhumbu is in extension phase for further periodand REED is focussed on upgrading and strengthening the project design to be oriented towards a whole school approach. In particular, M&E will be strengthened and improved during next project cycle.REED is planning to develop a strong set of baseline data from which evidence based progress can be measured in the future.

Responsibilities:

  • Review current M&E systems and data/indicators
  • Carry out gender and disability analysis/provide input into gender and disability analysis framework
  • Identify key areas for strengthening and improvement
  • Work with REED and Australian Himalayan Foundation (AHF)to finalise TTQE M&E framework
  • TTQE M & E framework and processes are revised and upgraded so that indicators, data collection and analysis is designed to report on clear educational and programmatic outcomes agreed with AHF and aligned to the project design.  This should inform REED to review, revise and streamline their data collection and analysis to make it efficient and user friendly. 
  • M & E framework and process should be designed to incorporate the findings of the gender and disability analysis to address the barriers to education access. TTQE M & E should be designed to ensure that gender and disability are addressed as an integral part of TTQE planning, M & E and reporting. Indicators should be identified together with data collection and analysis/reporting to donors. It should be clearly articulated in the PDD and M & E. 
  • M & E should address the impacts of climate change and natural disaster to local schools and integrate environment education and disaster preparedness to schools.
  • Work with REED and AHF to establish/strengthen data collection methods and processes to ensure that data collected is appropriate and relevant to project indicators
  • Develop baseline study design with indicator value 
  • Design longitudinal study on learning outcomes. This is envisioned as a sampling study of select schools to monitor the use of programmatic strategies and learning outcomes of children over multiple years. Such a sampling study over several years will be able to provide in depth qualitative data and show significant trends in successful strategies for literacy improvement and retention, addressing corporal punishment and the whole of school development approach, as well as the reasons behind drop out, poor performance etc.
  • Contribute to project design development
  • Develop minimum standards to improve the quality  

Essential

  • Education specialist with strong understanding of and familiarity with the Nepali education sector
  • Experience in baseline survey for assessment, monitoring and evaluation
  • Exposure to project design and development
  • Experience in facilitating PRA tools
  • Experience working in community development
  • Strong research skills
  • Excellent spoken and written English

Preferable

  • Background in monitoring and evaluation
  • Experience in conducting gender and disability analysis of projects
  • Experience reporting to international donors
