Request for Proposal for Conducting Training on

Water Sanitation and Hygiene (WASH)

1. Background

Founded in 2005, Norlha, a not-for-profit, non-political, non-religious NGO based in Lausanne, Switzerland, currently promotes programmes focussed on enhancing food security and developing additional sources of income, while advancing the capacities and the socio-economic well-being of the most vulnerable Himalayan communities in Nepal , Bhutan and China. 

Its mission is to improve the living conditions of the most vulnerable communities in the Himalayas – those who have been excluded by geography, culture, and mainstream economy – and help eradicate poverty, by developing solutions and guiding remote mountain Himalayan communities through ways of improving their capacities and allowing them the right to a sustainable livelihood.

Norlha has agreed with SWC to implement a two years project (starting from June 2016) named Building Better lives, Rebuilding Livelihoods (BBL) which is designed to help people of Thulogaun VDC of Rasuwa District and Tipling VDC of Dhading District live better life than earlier. The BBL project aims at restoring the production and sales of agricultural commodities of smallholders and at making communities more resilient to disasters like earthquake, landslides and droughts. To contribute in building disaster resilient community, BBL program has a plan to work together with local communities to address on the consequences resulting due to lack of proper hygiene, sanitation and safe water and improve their behavioural practices on hygiene, sanitation and use of water. For this we are planning to enhance the knowledge of project staffs on different skills and knowledge on WASH through this training.

2. Objectives

To enhance the  capacity of  BBL project staffs on WASH related skills and knowledge 

3.Training approach and methodology

Participatory approach will be applied throughout the entire training. Methodologies such as-group discussion, field demonstration, practical exercises, brainstorming and interactive/reflective lecturing will be used. More attention will be paid to practical exercises  providing enough time for the participants. The details/contents and elaboration ( manual,  text) to be discussed or delivered under each session should be provided to Norlha along with the schedule at least 4 days before the training. This should be finalized upon discussion between two parties.

There should be at least one principle facilitator and one co facilitator for facilitating the training. The facilitators need to conduct training for three days starting from 9:00 am till 5:00 pm however, the training being residential; time can extend beyond 5:00 pm if needed. The trainer should manage short daily review of previous day with small evaluation of the participants. 

The facilitator should have a daily meeting cum communication with Norlha representative after completion of training to review the whole day activities and make improvement on next day if needed. The training methodology should be crafted in such a way that the mixed level of participants (Project coordinator to agriculture technician) can get the required skills and practical knowledge on water sanitation and hygiene issues.

A pre-test will be carried out at the beginning of the training to identify the current know how of the participants on the topics to be dealt. Likewise, a post test will also be carried out for the evaluation of the knowledge gained by the participants . 

The facilitators will provide the technical skills and knowledge to the participants while required logistics will be provided by Norlha. 

4. Scope of Work 

The trainers need to prepare the training schedule with clear sessions of the training and conduct three day residential training as per the agreed schedule and contents. Participants should be familiarized with the common sanitation, water and hygiene issues associated with the Nepalese communities. 

Trainers should deliver knowledge regarding the importance of safe water, water treatment procedures, water safety plan, types of toilets their use and underlying importance, importance and ways of maintaining personal and environmental hygiene, waste management, total sanitation issues, and the negative consequences resulting due to lack of sanitation, hygiene and use of unsafe water. Trainer should familiarize the participants into the legal policy, guidelines, requirements on WASH along with national targets and achievement regarding WASH issues in context of Nepal.

Trainer should conduct pre and post training assessment.

The trainer should provide training draft report 7 days after the completion of training event. The report should contain the detail activities along with the contents discussed under each session so as to use as a guiding/reference document for transferring the skills to the community people. 

5. Qualifications & Experience 

EXPERIENCES:

Trainers should have at least five years of working experience in providing training on WASH related activities.

QUALIFICATIONS:

Principle facilitator/Lead Trainer: 

  • Lead trainer should have master’s degree in any disciplines with at least five years working experience in training or WASH sector.
  • Good facilitation skills.
  • Should have in-depth knowledge on WASH and well versed in acts, policies and guidelines, strategy regarding water sanitation and hygiene sector in Nepal.

Co-facilitators: 

  • Each facilitator should have bachelor’s degree in any discipline with four years’ experience in conducting WASH training. 
  • Good facilitation skills.
  • Well versed in acts, policies and guidelines, strategy regarding water and sanitation in Nepal. 
  • Familiarise with the diversity among the training participants and address accordingly.

6. Major duties and responsibilities:

  • Coordinate with Norlha representative and prepare training curricula (Training contents including detail course contents) and hands out on WASH and deliver those among the participants.
  • Conduct training sessions for three days.
  • Prepare reports of the training including pre and post assessment results with photographs.

7. Expected results

  • All the participants will gain knowledge on the need and importance of safe and clean water, good sanitation practice along with household and environmental hygiene.
  • Participants will be able to gain knowledge on the way of health and hygiene promotion, proper sanitation and make use of safe and clean drinking water.
  • Participants will be able to transfer the acquired knowledge/skill to the community people.

8. Deliverables

  • Training schedules, course content and hands out (manual) along with detail course contents.
  • Training sessions for three days.
  • Report of the training including pre and post test assessments results and analysis.

9. Expected Timeline

  • Start date for training: 2017/03/28
  • End date for training : 2017/03/30
  • Training duration will be at least eight hours per day

10. Cost

The trainer meeting qualification and experiences as mentioned in section 5 will submit financial proposal along with technical proposal along with the logistic arrangement needed for the training to nepal@norlha.org by 8th March 2017. Final cost for the training will be agreed during the negotiation meeting. 

Note: The selection of the trainer will be based on the competitive marking of both technical and financial proposal and Norlha has sole right to accept or reject any proposal.
