Review of Implementation Guidelines

1. Introduction

DCA is a Danish International Humanitarian organization working in South Asia, South East Asia, Africa, Central America and Europe. It is a faith based, non-missionary organization. DCA works for the poor, vulnerable and socially excluded communities and believes in life before death. Its work with development and relief aid strives to help the oppressed, neglected and marginalized groups to strengthen their possibilities to a life in dignity. In Nepal, DCA’s work focuses on active citizenship for accountable governance, resilient livelihood and sustainable food security and humanitarian response and disaster risk reduction. 

This Terms of Reference (ToR) has been developed to solicit a consultancy service from a qualified consultant to undertake the review and finalization of two implementation guidelines (1) Public Audit and (2) Complain Response Mechanism Guideline prepared for recovery programme which can also be implemented by the implementing partners of development programmes. The recovery programme consists of multiple sectors such as; infrastructure development, income generation activities, community mediation, trainings, workshop, campaigns etc.

2. Objective of the Assignment

The overall objective of the assignment is to support to maintain high quality standards of 1. Implementation guideline for Public Audit 2. Guideline for Complain Response Mechanism. Both documents are aimed to strengthen DCA’s accountability while maintaining transparency in the communities where we have our programmes. Through this assignment, DCA intends to have a third party review and feedback for further strengthening of the documents.  

The Specific Objectives of the assignment are;

  • Review and finalize draft of “Implementation Guideline of Public Audit”
  • Review and finalize draft of “Implementation Guideline of Complain Response Mechanism”
  • Ensure commitments to Core Humanitarian Standards (CHS) are addressed in the documents
  • Ensure legal compliances are aligned with the Nepal Government policies in the documents 

3. Scope of the Assignment

  • Ensure that the content of the documents are logical, sequencing and flow of the content 
  • Guidelines do not conflict with the policies and standards of Nepal government including legal compliances
  • Documents should give strong references to the commitments of CHS and other relevant humanitarian standards
  • Prepare a comprehensive document with all required tools, templates and annexes 
  • Consultant shall propose appropriate tools and techniques to assess the fulfillment of 9 commitments of CHS and Sphere standards.
  • Edit the language and translate both documents. The draft of Public Audit Guideline is in English and draft of Complain Response is in Nepali.

4. Methodology

The consultant will undertake consultations with relevant DCA and partnerstaff. Review and referencing of government guidelines, compliances and best practices of other peer development agencies. The consultant is expected to contribute based on the practical field experiences rather than just a theoretical aspects.  

5. Key Deliverables

  • Final guideline for Public Audit (in English and Nepali)
  • Final guideline for Complain Response Mechanism (in English and Nepali)

6. Reporting Line

  • The consultant will report to the Programme Manager – Earthquake Recovery Programme

7. Time Frame

  • The work is expected to begin during the fourth week of April 2017. The estimated working days for the assignment is 7 days with contract duration till 25th April 2017.

8. Required Qualification

  • The consultant shall have relevant  formal education 
  • Minimum of 10 years of similar work experiences focused on quality and accountability
  • Strong humanitarian and development background
  • Consultant should demonstrate evidence of production of public audit and relevant guidelines
  • Consultant should have good hearing and analytical skills 
  • Consultant should have good writing skillsin both English and Nepali

9. Evaluation of Proposal

The proposals will be evaluated based on the following weightage;

  • Understanding Terms of Reference (ToR) – 5%
  • Proposed methodology – 10%
  • Previous experience on undertaking similar assignments – 45%
  • Financial proposal – 40%
