USAID-Health for Life Project is seeking “Consultant-Quality Improvement Management Information System (QI/MIS)” candidate for the USAID-Health for Life (H4L) Project which is a five-year (2012-2017) project financed by USAID and working primarily in coordination with the Government of Nepal’s Ministry of Health and Population (MOHP). As a result, H4L has a significant national presence to support the testing and roll-out of national-level policies, guidelines and programs. In addition to the national focus, the Project covers 12 districts in the Mid-Western Development Region; 3 in the Western; one each in the Eastern, Central and Far-Western Regions; and in 10 (Dolakha, Dhading, Gorkha, Kavre, Makwanpur, Nuwakot, Ramechhap, Rasuwa, Sindhuli and Sindhupalchowk) most earthquake affected districts to strengthen district and village health systems and help identify and implement best practices. H4L collaborates with a wide range of stakeholders, including academic and research institutions, training centers, media partners and civil society.

The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services.  H4L activities directly address key health system constraints in the following areas: local health systems governance, data for decision making and evidence-based policy development, human resources management, quality improvement systems, and knowledge and behavior change. This is 1 year position with possibility of extension which will be based in Kathmandu, Nepal.  

RESPONSIBILITIES:

  • Primary responsibility is to provide technical assistance to QA Section, Management Division on QI data management system as a part of the national QI system:
  • Review the requirement of current QI reporting system 
  • Design/ develop QI data management information system (MIS) including development of user manual
  • Maintain national database and ensure management of data quality
  • Prepare and customize program-specific “dashboard” and disseminate information to the concerned Divisions and Centers
  • Review QA data received from the health facilities and based on the findings, provide feedback to the district QAWC
  • Provide orientation to GoN staff on reporting system (how to report and provide)
  • Support QA Section, MD in organizing TWG and TAG meetings as well as meeting with partners including that of QI Secretariat
  • Contribute/support in QA/I related meetings with divisions and centers
  • Conduct and carry out periodic quality check of QI reports and provide feedback
  • Keep adequate documentation of all relevant meetings, workshops and consultations.

QUALIFICATIONS AND EXPERIENCE:

  • A Bachelor/Master's degree (preferred) in data management or other relevant major.
  • A demonstrated ability to effectively interact with a wide variety of stakeholders, including government    officials, donor representatives and international financial institutions. 
  • Experience working with the Government of Nepal is desired.
  • Proven experience developing mobile application using Android platform (collect data using tablet or smartphone).
  • Experience designing and developing database using Microsoft SQL 2008 or later or other relevant technology.
  • Experience in working with HTML/XHTML, Javascript (jQuery, AJAX), CSS or relevant technology.
  • Design solution based on recommendation of Usability experts.
  • Perform basic analysis of data in order to complete reports and dashboard as required.
  • Working knowledge of Microsoft Access and Excel (VB, V-Lookup etc.).
  • Prefer six months of data processing experience with emphasis in data integration and functions
  • Excellent attention to detail and communication skills.
  • Demonstrated ability to meet deadlines and manage both time and execution  
  • Ability to work individually as well as in a team environment.
