Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference (ToR) for

Payroll and Attendance Management system

1.    Introduction of organization

Oxfam has been working in Nepal since the 1980s, and is currently focusing on promoting women’s equal rights, and improving livelihoods and resilience of vulnerable groups. Oxfam is working with partners in Nepal to provide emergency shelter, clean water, toilets, hygiene kits, food and seeds to people affected by the earthquake. Oxfam is working in seven of the 14 worst-hit districts: Three in the Kathmandu Valley (Kathmandu, Lalitpur and Bhaktapur) and four rural districts (Gorkha, Sindhupalchowk, Nuwakot and Dhading).

2.    Overview and rationale

Oxfam has approximately 300 staff including regular and short term casual staff. Oxfam is seeking proposals for an intuitive, user friendly Payroll and Attendance management system for the Human Resources Department.

The selected Vendor must be able to provide a complete range of these required modules and functionality for the requested software.  The modules must interface with each other.  Vendors must be able to demonstrate that they possess the organizational, functional and technical capabilities to offer and perform the services and meet or exceed the requirement and service levels specified herein.  The software system shall provide more effective transaction processing and management for the organization’s information within a single system to replace the current manual system. 

3.    Scope of work

    The vendor is expected to deliver a software system (Preferably web based and Oracle based) with following software modules. 

Modules of the system

Required modules

a.    Payroll

The proposed web based system must have the capability to process a payroll of over 250 employees.   Proposal shall be for the provision of an integrated system of payroll, benefits, database reporting, and tax filing.

b.    Attendance and Leave Management

The proposed system should be able to track the staff’s attendance, field movement, leave detail of staff as per the organization’s leave provision.

Optional Modules

a.    Performance Management

The performance management module will be able to keep record of the performance review of all staff.

b.    Training and Development

This module will be able to keep record of any training and development program that the staffs has attended or are planning to attend in future.

c.    Policy consolidation

This module will have a storage space where organization’s policy and forms will be available for staff to access when required.

4.    System Requirement

a.    Interfaces

The submitted proposal shall define how the proposed system will interface with Oxfam’s PeopleSoft based HRMIS.

b.    Modular Integration

The Vendor shall describe how the proposed software modules are fully integrated with each other. 

c.    Project Management

   Vendor to define and provide references for the project manager assigned to Oxfam’s account.  Oxfam shall have one (1) point of contact during the implementation phase. 

5.    General System Requirements

a.    Users

The organization desires a total of one Administrator with all employees having access to the system for various module options. There are approximately 300 employees. 

b.    System Security

The proposed solution must include multiple levels of security based on user credentials (i.e. role based).  Integration with an active directory is preferred.  The application must provide for detailed activity and error logging, auditing and reporting. 

c.     Historical Data

Systemshould be able to maintain reportable historical data.  For example, if an employee job has changed the system should be able to report/query the new job information as well as job history.

6.    System General Support requirement

a.    Training

Vendor shall provide an overview describing the recommended approach to training services and follow up training.  Training should be handsâ€on and practical.  Vendor shall define:

a. Number of days or hours or training incorporated into the proposal.

b. Type of training – onsite, remote

c. Recommended areas of training

d. Recommendation on training delivery – what phase of the project will training occur

b.    Support and maintenance

Vendor shall describe the recommended makeâ€up of internal functional and technical support of the software, number of staff and the skill sets required to adequately maintain the system post implementation.  Vendor shall also define the level(s) of support provided to Oxfam throughout the implementation and maintenance periods.  The levels of support and maintenance shall be included on all modules (both required and optional) listed within this proposal and covered under the Agreement.

8.    Selection Criteria

-       The company should have previous experience in software development in INGO of Nepal.

-       The software development team should consist of at least one member with sound finance background. CVs of all team members are to be submitted along with the proposal.

-       The company is also required to attach Company registration certificate, VAT registration certificate and latest tax clearance from IRD Nepal.

-       The letter of interest should include all tasks stated above. The concept note should indicate the procedures/methodology to be followed in carrying out the tasks and remuneration and other support (if any) required to carry out the tasks. We need to ensure that the consultants are registered in VAT.

 

9. Proposal Submission

The consultant shall submit technical and financial proposal. The financial proposal should include all the cost related to but not limited to such as license fee, maintenance cost, training cost etc.
