Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of reference for

Survey, Design and Estimate of Micro hydro at Seri VDC of Darchula District

1. Background

Oxfam’s global vision is a just world without poverty: a world in which people can influence decisions that affect their lives, enjoy their rights, and assume their responsibilities as full citizens of a world in which all human beings are valued and treated equally.

Oxfam has been working in Nepal since 1980s. Oxfam’s vision for Nepal is a just society without poverty, in which all women and men live a life of dignity, enjoy their rights and assume their responsibilities as active citizens of Nepal. Currently its programs focus on DRR and Humanitarian, Gender Justice, Food and Economic Justice. Oxfam is working 25 districts through 39 partner organization throughout the country. The major projects of Oxfam in Nepal is Disaster Risk Reduction, humanitarian activities, rural and urban Water, Sanitation & Hygiene (WASH), livelihoods, food security, enterprise development, local governance, women empowerment Water, Sanitation & Hygiene (WASH). The programme activities are implemented in partnership with district-based Non Governmental Organisations (NGOs).

Oxfam has introduced a project “Piloting multiple use of water system to protect the natural environment and improve health of Women and Children” at Darchula district. This project is going to implement micro hydro in Seri VDC ward no. 2, jayathala village. The proposed micro-hydro will abstract water from perennial Kachulighad stream. Existing Jayathala irrigation canal will be used as the headrace canal. The available discharge in the canal is 12 liter per second and can be add more discharge by 15-20 liter per second; from the stream. The maximum head available at the primary selected site is 135 m. The expected energy from the micro-hydro plant is around 10 KW. The target beneficiaries of the micro-hydro plant is around 30-35 households which lies in range of 1500 m radius.   

2. Objective of the Survey, Design and Estimate of micro-hydro

The objective of the survey, design and estimate of micro-hydro plant is to generate compressive survey, design and estimate of the micro-hydro project at Seri VDC, ward no-2 of Darcula district. Specific objective of the study includes:

  • Detail survey of the micro-hydro project; source measurement, topographic survey, headrace and tailrace canal survey, penstock alignment survey, powerhouse site survey, transmission line survey  
  • Determine the actual power output from the available water resources and head 
  • Design of turbine and generator, electrical control panel, disaster resilient; headrace and tailrace canal, fore bay, gravel trap, penstock, transmission line, distribution line to households, power house, basement for turbine and generator, and any other required elements like mitigation for lightening as per site condition.
  • Estimate of the designed components and structures
  • Preparation of Bill of quantity of the associate estimates.

3. Methodologies

Following methodologies has to follow the by the consultant to fulfil the objectives of the assignment.

  • Team preparation: Consultant has to finalize the survey, design and estimate of the micro-hydro plant and other relevant components.
  • Mobilization of the team: Consultant has to mobilize team at soonest in consultation with OXFAM.
  • Survey: Consultant has to carry detail survey of the intake, headrace and tailrace canal, gravel trap, fore bay, penstock alignment, powerhouse site, transmission line and other relevant component. As the existing irrigation canal is using as headrace canal, so the survey of headrace canal has to incorporate the irrigation aspect. It might require the calculation of cultivated area
  • Design: Followed by survey; the assignment will enter to design phase. Detail design of Intake, headrace & tailrace canal, turbine and generator, electrical control panel, fore bay, gravel trap, penstock, transmission line, distribution line to households, power house, basement for turbine and generator. The design of structures should be resilient to local disaster. In case of headrace canal, design need to accommodate the existing flow in canal and required additional water to generate 10 KW electricity.
  • Estimate: Detail estimate of each and every component need to produce. Separate detail estimate of every components need to be produced. The rate of construction materials should be based on the market price. However the transportation of construction materials by porter (distance and rate) should be based on the district norms. Consultant has to produce the detail bill of quantity of the design component. 
  • Reporting: Complete report should be produce and submitted to OXFAM.

4. Expected Output

A compressive survey, design and estimate report has to produce by the consultant. The report has to include narrative part with all survey data, design sheets, estimate sheets, maps, working drawings and bill of quantity.

5. Team Composition and Responsibilities

The Consultant will take the overall responsibility of the survey, design and estimate of the micro-hydro plant as mention in the objectives. Consultant has to identified their focal person for regular coordination with OXFAM. The consultant has to consult with the beneficiaries to obtain historic information on water resources, high flood level, thunderstorm, wind for the design of disaster resilient structures and components. Oxfam will provide detail information on the location of the site. Oxfam and its partner will provide detail contact information of the beneficiaries and user’s committee. Further Oxfam and its partner will closely monitor the survey activities of the consultant at the site.

Public Health Engineer of OXFAM will be responsible person for coordination, communication with consultant, country office and partner along with final verification of the output of assignment.  

6. Duration of Assignment

The duration of the assignment will be four weeks; started from 27 April, including detail survey at the site.

The technical and financial proposal along with the detailed timeline with description of activities is expected from the consultant in proposal.

7. Document and Experiences required

The consultant has to be in the list of “qualified Consulting Companies for Carrying out Survey and Design of Micro-Hydropower Projects” of Alternative Energy Promotion Centre/ National Rural and Renewable Energy Programme

  • Working experiences on survey, design and estimate of micro-hydro in different part of country.
  • Consultant should have both updated company and VAT registration certificate
