JOB DESCRIPTION

Position: Consultant Engineer

Report to: Engineer Project Manager (EPM)

Job Period: 4 months

Job location: Project sites of Solukhumbu 

Grade:

Purpose

  • To work in and among communities, develop understanding of improvement in quality education initiatives in REED Nepal working areas (Solukhumbu).
  • To develop the understanding of relationship with REED staffs, community/local partners and district level government counterparts.
  • To understand in working to sustain the project activities impact in the working district.
  • To support EPM in field implementation and documentation process.

Key Objectives 

To assist, implement and manage ongoing AHF/REED Solukhumbu Education Rebuild (ASER) Projects and Lower Solukhumbu Education Recovery and Rebuild (LSERR) project viz. the repair and rebuild of schools in lower Solukhumbu, which includes:

  • To follow up standards, norms and guidelines of construction, repairs and retrofit of schools conforming Nepal National Building Code.
  • To support EPM with technical design inputs with recommendation during implementation phase.
  • To support implementation of Project Management Plan (PMP) for both ASER and LSERR conforming to the donors’ pro forma.
  • To deliver the implementation phases of ASER and LSERR at the field:
  1. Research resources/materials availability as well as suppliers and finalize procurement procedures for School Construction Committees (SCC).
  2. Facilitate setting up field level School Construction Committee as per REED Nepal procurement policy and financial guidelines.
  3. Work closely with REED Nepal field Engineers on implementation supervision and monitoring.
  • To support EPM and Engineering team on implementation of ASER and LSERR projects.
  • To backstop field Engineers/supervisors on ASER and LSERR implementation plan to ensure donors pro forma requirements and follow it up by ensuring the necessary audits and monitoring take place.
  • To ensure that each school construction committee (SSC) is following standard specifications and standard of construction by technical assessment, stake holder consultations (led by REED Nepal).
  • To ensure and assure the proper financial management system and proper recoding system of ASER and LSSER projects.

The Consultant Engineer: 

  • Maintains “Work Schedule” of individual school site, facilitate communities on time overrun and report to EPM ensuring there is no cost and time implication. 
  • Monitors work progress of different activities of school sites coordinating with EPM and resolve problems that may arise at field.
  • Reports and communicates to REED Nepal through EPM on the progress and issues arising of both ASER and LSERR construction projects. 
  • Prepares monthly and quarterly project status reports by analyzing and summarizing information and recommending actions.
  • Ensures that Nepalese governments building and earthquake safety compliances are strictly followed.
  • Ensures donors compliances on accountability, social audit, environmental impact, transparency, quality and corruption control are strictly adhered to.
  • Finds out Environmental and Safety requirements further to construction activities at each site and support EPM to prepare Environmental Management Plan (EMP) with site specific recommendations.
  • Explores environment related activities in the vicinity of project sites and report EPM.
  • Supports EPM on documentation works of REED Nepal’s Engineering projects. 
  • Works closely with TTQEP trainers and District Coordinator for organizational harmonization and social mobilization to take necessary approval.

Knowledge, Skills and Abilities-Required

  • Fully qualified in building and structural works with experience in remote mountain areas lacking motor able road access.
  • Strong consulting, project management, technical knowledge, analysis, design skills, documentation and reporting skills, safety management and other compliances.
  • He/she should have over two years of experiences of implementing and supervising community infrastructure works such as schools, community service centers, district offices etc.
  • He/she should have over two years of experiences of conducting consultations and consensus building with a range of local stakeholders (local community based organizations, local government authorities, district authorities) for the construction of community infrastructure.
  • He/she will be required to spend extensive periods in the field (100% field based).
  • Willingness and ability to work under pressure within the set period of time.
  • Ability to operate effectively and sensitively in the cultural context.
  • Show commitment, openness and eagerness to learn/adapt the changes within the organization and its ethos, mission, vision.
  • Excellent social, intercultural, communicative competence, coordination, highly motivated, energetic, innovative facilitation skills.

Education 

  • Bachelor’s degree in civil engineering from recognized university and registered in Nepal Engineering Council.
