We were among the first INGOs on the ground and operational following the earthquake, providing medical treatment and essential supplies. Our technical staff on the ground now includes physicians, nurses, surgeons, as well as specialists in water, sanitation and hygiene, mental health and psycho-social support and nutrition.

JOB SUMMARY:

International Medical Corps is a lead US international health agency which responds to the population’s health care, public health and psychosocial needs in humanitarian settings while also supporting the recovery of systems and services in transitional and development contexts. Currently, the Technical Unit team provides technical support to field teams on public health and the wider social determinants inclusive of: reproductive health, gender based violence, disaster risk reduction/resilience, mental health & psychosocial support, water, sanitation and hygiene (WASH) as well as monitoring and evaluation. In addition, the Nutrition, Food Security and Livelihoods Unit provides technical support and normative guidance for emergency, transition and development programs. International Medical Corps (IMC) is committed to a mission of improving the quality of life of vulnerable populations that builds local capacity of underserved communities, worldwide.

International Medical Corps’ current framework for disaster risk reduction (DRR) is focused on developing: (a) DRR projects as a continuation of an emergency response via mainstreaming DRR interventions into current and on-going projects; and/or where relevant (b) “stand-alone” DRR projects; in non-emergency (transitional & developmental) contexts.  Institutionally, International Medical Corps is also committed to the development of and implementation of integrated resilience programs. In alignment with the Sendai Framework (2015-2030) our health focused DRR priorities are oriented around: (i) understanding disaster risk in health systems; (ii) strengthening disaster risk governance in health systems; (iii) investing in DRR for health systems and (iv) enhancing health system preparedness to build a better response.

Given naturally prevalent elevated levels of risk, as a consequence of hazard exposure and high socio-economic vulnerability, International Medical Corps recognizes the primacy of and perennial need for the practical advancement of disaster risk reduction and the resilience agenda at all levels (individual, family, community, institutions) across Nepal. Recognizably, the aftermath of the 2015 Earthquake event, this need has been further significantly intensified. 

 To this end, International Medical Corps seeks a well-qualified candidate with demonstrable skills in planning/design, development, management, monitoring, external coordination, quality assurance, advocacy and reporting around the budding International Medical Corps Nepal DRR/resilience program portfolio.  S/he will coordinate with: other International Medical Corps sectors with projects under implementation regarding pragmatic value-added, DRR/resilience integration opportunities; and/or programs, International Medical Corps may seek to co-finance or co-implement through partnerships with other reputable international Development Partner organizations. 

International Medical Corps’ initial DRR program portfolio is focusing on district, village and ward level community & health-disaster risk management, WASH-DRR and resilient livelihoods.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Under the direct authority of the Program Director of International Medical Corps, Nepal, and the considered advisory guidance and support of International Medical Corps’ DRR/Resilience Global Advisor the Project Manager, DRR/Resilience (Nepal) will be responsible for:

Planning

  • Identifying, assessing and recommending as required, pragmatic DRR/resilience integration entry point interventions across prospective, in pipeline and/or existing country office sector programming.
  • Developing a realistic, prioritized, results-based work plan for: technical input to, coordination,management/supervision, tracking, quality assurance of; and reporting on International Medical Corps Nepal DRR/resilience programming.

Program Management

  • Effectively managing daily program, including planning, implementation, monitoring, evaluating, and reporting (Pipeline Review, Implementation Plan).
  • Conduct routine project needsassessments and program reviews to ensure successful implementation

Monitoring & Capacity Building

  • Operationalize, coordinate, monitor planned DRR/resilience programs/projects
  • Provide direct technical support and capacity to International Medical Corps national counterparts in program design, training development, and program implementation
  • Developing lessons learned from International Medical Corps DRR/resilience programming implementation experiences

Coordination

  • Representing International Medical Corps at relevant thematic technical working groups, and Interagency Development Partner/INGO coordination meetings e.g. Nepal disaster risk reduction Consortium
  • Coordinate with other INGOs on issues of common advocacy (including to donors) related to DRR/resilience issues
  • Collaborating and coordinating with as well as maintaining good relationships and contacts with existing government structures and local authorities including but not restricted to Ministry of Home Affairs, Ministry of Health preparedness and emergency management mechanisms and local authorities

Reporting

  • Developing and submitting reports as required on project initiation, progress, closeout and/or any alternative compliance reports necessary for projects in the DRR/resilience portfolio.
  • Developing and submitting update reporting as required by the Country Director.

MINIMUM EDUCATION AND QUALIFICATION:

  • A Master’s Degree in Disaster Risk Management/Risk Reduction, Public Health, Environmental management, WASH, Engineering, Natural Sciences, Social Sciences and/or International Development
  • 5 years experience working on one or a combination of disaster risk management/risk reduction, community disaster risk reduction, health emergency preparedness and response and/or resilient livelihood programming.
  • Proven experience in program development, management, including scheduling, budget development and budget management
  • Good understanding of Nepal’s national disaster management structure, systems, plans and priorities including sectoral emergency preparedness and response mechanisms
  • Knowledge of participatory approaches and community sensitization and mobilization.
  • Strong organizational & supervisory skills.
  • Ability to work within a team structure or independently
  • Strong interpersonal skills and the ability to work within different cultural & stressful environments
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Experience with the development, implementation & compliance of USAID (OFDA)/DFID/ECHO funded programs would be an asset.
  • Familiarity and functional competence in Microsoft Office and other applications.
  • Ability to effectively represent International Medical Corps and its interests to key stakeholders including host governments, and national and international NGOs.
  • Excellent oral communication and written English skills required.
  • Ability to travel on short notice to project sites by road or air.
