Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Documentation of Livelihood and Empowerment Programme’s (LEP) learning

 Project Rational and Scope

The Livelihood and Empowerment Programme (LEP) has initiated by Oxfam Hong Kong (OHK) in Nepal since 2005 focusing on socially, economically, and geographically excluded, deprived and vulnerable communities in the six districts of Western and Eastern regions of Nepal. Currently the Livelihood and Empowerment Programme (LEP) in Nepal is implementing by OGB in Nepal from April 2015 with support of OHK. The programme aims to contribute to enhancing resiliency and wellbeing of vulnerable people through increased food and income security and strengthening their participation in development processes to reduce poverty and suffering.  Accordingly, the programme is implementing to achieve the following three objectives;

Ø  ToEmpower and institutionalize the target communitywith focus on women ensuring access to resources and services and influencing development process in favour of poor, smallholders and excluded community.

Ø  To improvethe status of Food and Income Security of the target community.

Ø  To strengthen capacity of the target women and men tocope up with physical and social vulnerability. 

 The consultant will take overall responsibility of the video and case stories documentation and capturing of relevant photographs to support the documentation by involving the implementing partners also in the information collection processes where possible in selected communities in the project districts ofUdayapur, Makwanpur, Nawalparasi, Gorkha, Kapilvastu and Arghakhachi districts. The programme is implementing by seven local partner NGOs, namely Social Worker’s Group (SWOG), Women Skill Creation Centre (WOSCC), SAHAMATI, Tulasi Meher Unesco Club (TMUC), Adharbhoot Gramin Bikas Sewa (AGBS), Kalika Self-reliance Social Centre (KSSC) and Forum for People’s Awareness (FOPA) in collaboration with OHK.

 The documentation will capture the changes and success stories of the target community members of project area after the project intervention. The consultant will take overall responsibility of information collection, preparation and editing of the documentary in consultation with LEP partners in general and Oxfam in particular. In the process of information collection and production, consultant may propose a team to support her/him in documentation of stories in the field through video and photography. S/he will get support from district level partner staffs suggestion from Oxfam concerned staff.

Main objectives

Ø  To assess the changes and impacts brought about by the project in personal and social sphere from independent point of view,

Ø  To analyze why and how the changes happened, and how the project contributed to this,

Ø  To collect change stories (people speak) as a form of documentary to substantiate the findings and analysis,

Ø  To identify key lessons and recommendations relevant for Oxfam and Partners work as well as making strategic choices/directions for future programming.

Deliverable (i.e. what exactly the consultant is required to deliver at the end of the project)

 The final deliverable of the learning documentation is a well- edited a 15-20 –minute informative video in Nepali and English focusing on the changes and impacts of LEP programme.

Likewise, the consultant will also provides a story book by collecting at least 15-20 success stories of the project with photographs. The success stories must focus on women’s story

Ø  100 copies of CD including a master copy in Nepali

Ø  100 copies of CD including master copy in English

Ø  One printable form of a story book.

Methodologies & work plan

For the assignment, the task demands field visits and interactions with related project beneficiaries and stakeholders so that consultant shall propose a set of methods in the methodology part of her/his technical proposal and validated by Oxfam, Basically, the following methods will be used to collect the information:

Ø  Clearly outline the design of the whole documentary, specifying the approach to addressing the purposes of the task,

Ø  Revisit existing documents including project proposal, quarterly and annual reports and other project publications,

Ø  Interviews with identified farmers, farmer group members, representative of cooperatives, JTA & representative of farmer service center (FSC), representative of water and irrigation users committee and representative of VDC & DDC,

Ø  Conduct FGDs where appropriate and necessity,

Ø  Collection of success/change  stories of women including photographs,

Ø  Field visit to selected programme VDCs covering Udyapur, Makwanpur, Nawalparasi, Gorkha,  Kapilvastu and Arghakhachi district

Tentative work plan

The whole process should include the following phases:

Phase 1: December, 2015:Work plan development form the consultant(s) and finalization

Phase 2: January, 1- 15, 2015: Collection change stories (people speak) as a form of documentary to substantiate the findings and analysis,

 Phase 3:January 20- February 15 :Editing and finalization of documentary and the consultant will submit a draft and a final documentary.

The selected consultant will work closely with Oxfam to refine the methodology and develop a detailed work plan.

Management of the programme

The Senior Programme Coordinator- Food Security and Livelihood under FEJ programme of Oxfam in Nepal assisted by the Programme Coordinator-LEP will manage the process from Oxfam’s side and facilitate contact between the consultant and key stakeholders.

Minimum requirements/Selection criteria of the consultants

Ø  Sound knowledge of video documentation and production and good track record of similar work in the past,

Ø  Proven experience of change story collection through video and high quality shooting and documentation skills,

Ø  Proven experience ofcommunity level data gathering through video shooting,

Ø  Good understanding of the local level planning process of the government,

Ø  Good facilitation and interpretation skills,

Ø  Consultant(s) should have PAN, VAT registration and Tax Clearance certificates.

Requested documents and information

The Consultant should complete and submit the following documents with her/his proposal:

  1. Proposal along with finance submission duly completed and signed by the Consultant;
  2. Methodology to be drawn up, including the outline programme;
  3. C.V. highlighting the Consultant’s experience in the specific field of the services and his/her specific experience in the country/region where the task are to be performed;

The Consultant should also provide all relevant information; documents and references, which give evidence of his/her qualifications to carry out the task. The Consultant whose proposal is accepted shall provide, if so requested by the Contracting Authority, copies of academic qualifications and employers’ certificates or references proving her/his education, professional experience and language proficiency.

Confidentiality

During the performance of the assignment or at any time after expiry or termination of the agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which she/he has obtained or may obtain in the course of the study relating to partner organization/Oxfam, the respondents or otherwise.
