We were among the first INGOs on the ground and operational following the earthquake, providing medical treatment and essential supplies. Our technical staff on the ground now includes physicians, nurses, surgeons, as well as specialists in water, sanitation and hygiene, mental health and psycho-social support and nutrition.

JOB SUMMARY:

The Community Mobilization Officer (CMO)  will develop and implement a social process in selected communities of  earthquake affected areas focusing on the collective understanding and collective action  to complete the remaining reconstruction works of the Health Post (HP), working toward a process that self-sustaining and self-managing.  S/he must be able to provide support to identify existing capacity and develop the additional capacity of the community and to mobilize for the completion of the Health Post construction work.  This Position reports to the Construction Manager/Field Site Manager and works in coordination with engineering staffs.

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • To visit communities of HP construction catchment area, build rapport with these communities and identify potential leaders/human resources.
  • To build skills and encourage potential leaders to talk to their fellow community members about unity and self-reliance.
  • To initiate actions aimed at completing remaining works of the HP construction within given schedules and deadlines.
  • To raise awareness among community members and leaders that they can initiate local development and motivate their communities to plan and execute works while taking responsibility.
  • To assist community members to identify needs and to generate solutions.  Help to build capacity at the community level to identify priority issues and to analyse their problems to overcome related specifically to HP construction.
  • To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves.
  • To provide community leaders with management skills and knowledge in getting community members interested, organized and motivated.
  • To develop trust, tolerance and co-operation among community members.
  • To encourage and stimulate full participation by all community members with special attention to the most vulnerable members of the community including those who are usually forgotten, marginalized and overlooked in community decision making.
  • To assist the community in obtaining information and knowledge that may be available to support HP construction; and to assist the community members in developing their own capacity and strength to coordinate with assigned engineer, government authority and others.
  • Regularly consult with the related officials at DPHO and other government offices responsible for rebuilding work regarding the the project.
  • Create and submit required reports to district authority, including DPHO, NRA and DDRC required for approval and alignment.
  • Arrange the site visits of government officials upon their discretion in coordination with supervisor.
  • Record and share the construction progress and any other updates in the IMC's Standard Construction Monitoring tool to direct supervisor.

MINIMUM EDUCATION and QUALIFICATION:

  • Masters/Graduate in social works, management or equivalent.
  • Experience in conducting training workshop and meetings.
  • Expertise in designing training and developing community mobilization plan.
  • Excellent facilitation/training skill and experienced in building capacity of trainees.
  • Demonstrated capacity on report preparation.
  • Excellent written and interpersonal communication skills (Both in Nepali and English).
  • Demonstrated cross-cultural, teamwork, ability to maintain leadership quality.
  • Proficiency in using computer software applications (MS Word and MSXLS etc.)
  • Minimum three years’ experience in community mobilization, capacity building and related work.
  • Should have good knowledge about working in remote Gorkha, prior experience is an advantage.
